On the morning of Nov. 8, before the sun rose over the nations capital, illuminating the somber black granite of the Vietnam Veterans Memorial, a name was read aloud.

It is one name of over 58,000 spoken during the Reading of the Names ceremony, which takes place every five years. According to the Vietnam Veterans Memorial Fund, thousands of volunteers and veterans came to Washington, D.C., from Nov. 7 to Nov. 11 for this years event, celebrating the 40th anniversary of the memorial.

This name sits on line 43 of panel 12E of the wall. It is the name of an Army veteran, one who died on another Nov. 8, 56 years ago. It is the name of a chaplain, one of only 16 men of God whose gray names relieve black stone of the memorial.

It is the name of the Rev. Michael Quealy, the first military chaplain killed in action in Vietnam. On the morning of Nov. 8, 1966, he jumped into a medical evacuation helicopter with a unit that was not his own, according to a contemporary article from The Associated Press. When an officer tried to stop him, he reportedly said, My place is with them. Hours later, he was dead.

He was a good example of what a priest should be and what a person should be.

His life story is not especially well known, but those who knew him said that he modeled a profound humility and devotion to service that stayed with him until the moment he died.

The journey of the Vietnam Veterans of America donation program started long ago in 1978. Just a few years after the Vietnam War were over. At first the organization was founded exclusively to give assistance for veterans from the Vietnam War, but today the organization focuses on helping all veterans from the armed forces.

Their goals include improving the life of the veterans, especially the veterans who are homeless and disabled. They also focus on improve the physical and mental health of the veterans, making sure that they are prevented from the PTSD or other health issues after their retirement.

IRS Regulations

The Internal Revenue Code section 501 includes two subsections which provide for tax-exemption under section 501 for organizations that benefit veterans of the United States Armed Forces. Internal Revenue Code section 7701 defines Armed Forces of the United States to include all regular and reserve components of the uniformed services which are subject to the jurisdiction of the Secretary of Defense, the Secretary of the Army, the Secretary of the Navy, or the Secretary of the Air Force, and each term also includes the Coast Guard.

To be exempt under Internal Revenue Code section 501, an organization must be:

  • a post or organization of past or present members of the United States Armed Forces
  • an auxiliary unit or society of such post or organization
  • or a trust or foundation for such post or organization

A veterans post or organization must meet the following requirements to be exempt under section 501:

  • It must be organized in the United States or any of its possessions
