Enrollment In Va Health Care Benefits
First, a veteran must be eligible for VA health care benefits. Most veterans who served in the active military, naval, or air service and did not receive a dishonorable discharge qualify for the VAs standard medical benefits package. Typically, elderly veterans have already applied for and been receiving VA health care benefits long before the need for in-home care arises.
Veterans who are not signed up for VA health care but believe they are eligible for coverage are encouraged to apply online, by phone at 877-222-8387, or by submitting an application for health benefits form by mail or in person at a VA medical center or clinic.
Even if a veteran has applied for VA medical benefits before and been denied coverage, it may be worth applying again. The VA assigns each applicant to a priority group based on their military service history, disability rating, income level, and whether they qualify for/are receiving other benefits . A veterans assigned priority group will determine how soon theyre enrolled in health care benefits and how much theyll need to pay toward the cost of their care. VA Housebound benefits are for veterans and surviving spouses who spend most of their time at home because of a permanent disability. Those who qualify for Housebound benefits are confined to their home or need the assistance of others when leaving their home for medical appointments or medically necessary treatments.
Similar to Aid and Attendance benefits, your loved one must meet eligibility requirements and be receiving VA Pension or Survivors Pension to qualify for Housebound benefits, or they may apply for Housebound benefits at the same time they apply for pension benefits. The Department of Veterans Affairs official site states clearly that the benefits received under this program last as long as the veteran has a need for them. Va Homemaker And Health Aide Care Is Not An Age
This VA benefit is not restricted to geriatric care. Any qualifying veteran who meets the eligibility criteria for the program may enroll regardless of age. Additionally, services are not generic. They are tailored to the specific needs of the veteran.
This means that veterans who qualify will not receive identical services as other program participants. A veterans initial assessment with a care provider as part of the program application process will play an important role in determining what services are offered via the VA.
Age is not a qualifying factor. You may be any age and be approved for VA Homemaker and Health Aide Care if your condition warrants the services. Many geriatric veterans require such services. Additionally disabled veterans of any age may need such assistance.
Time Limits For Contract Nursing Home Care

Am I Eligible For Homemaker Home Health Aide Care
All enrolled Veterans are eligible for Homemaker Home Health Aide Care IF they are eligible for community care and meet the clinical criteria for the service and it is available. Services may vary by location.
A copay for Homemaker and Home Health Aide services may be charged based on your VA service-connected disability status.
Can I Use Va Long
All Americans who are 65 years old are eligible for Medicare, a national, government-funded health insurance program. In some cases, people who have a disability may be able to enroll in Medicare even if theyre under 65.
If your loved one qualifies for Medicare and VA benefits, they may enroll in both programs. However, unlike veterans benefits for senior care, Medicare doesnt cover the cost of home care or expenses related to care at senior living facilities. Medicare only pays for short-term care at nursing home facilities for seniors who need rehabilitation or nursing care after an illness or injury that requires hospitalization. In some, cases Medicare may also cover in-home rehabilitation services and therapies.
Short-term care expenses covered by Medicare include:
- 100% of the first 20 days in a Medicare-approved skilled nursing facility after a three-night minimum inpatient hospitalization
- 80% of days 21-100 in a Medicare-approved skilled nursing facility
- Short-term rehabilitation care at a nursing home after a hospitalization

Clinical Eligibility For H/hha Services
Lastly, a veteran must demonstrate a clinical need for H/HHA services. Their VA primary care provider or a geriatrics care team will conduct a comprehensive geriatric evaluation to assess their level of dependence in activities of daily living and instrumental activities of daily living .
A veteran meets clinical eligibility criteria for the VA Homemaker/Home Health Aide Program if their assessment identifies:
- Dependencies in three or more ADLs or
- Significant cognitive impairment or
- Dependencies in two ADLs and the veteran meets any two of the following conditions:
- Has dependencies in three or more IADLs
- Is 75 years old or older
- Has been diagnosed with clinical depression
- Lives alone in the community
- Has been recently discharged from a nursing facility, or has an upcoming nursing home discharge plan contingent on receipt of home and community-based care services
- Has demonstrated high use of medical services defined as three or more hospitalizations in the past year or has utilized outpatient clinics or emergency evaluation units twelve or more times in the past year.
From there, a VA coordinator contacts the veteran to discuss his or her needs, determines amount of care to be provided based on clinical need, and makes a referral to a community home health agency. The VA reassesses the veterans need for care at least annually and assesses the agencys quality annually.

Veterans Benefits To Pay Family Caregivers
Those who qualify for Housebound or Aid and Attendance benefits may be able to deduct the fees paid to a non-licensed in-home caregiver from their income. This means your loved one may deduct expenses related to paying a friend or family member other than their spouse to help with at least two activities of daily living.
However, it isnt possible to use Housebound or Aid and Attendance benefits to pay a spouse for care. This is because when an eligible veteran applies for veterans benefits, a spouses income is included in the household income, and care provided by a spouse isnt considered a deductible expense.
