Schumer: Waive Fed Covid

Sen. Chuck Schumer has asked the Department of Veterans Affairs to waive a requirement that states match federal funds for COVID-19-related construction so work can proceed at the Long Island State Veterans Home, hit hard by the virus.

Like at other assisted living facilities across Long Island, the coronavirus has taken a devastating toll at the Stony Brook veterans home. As of Tuesday, 65 residents have died of COVID-19, said Schumer .

He sent a letter Wednesday to VA Secretary Robert Wilkie asking to eliminate the stipulation that New York State contribute 35% of construction costs, which equals $4.41 million for the work at the home. New York State can’t afford it due to financial strain from the coronavirus, Schumer said.

The federal government has already approved $8.1 million for construction of the oxygen systems in the veterans home nursing unit, more negative-pressure rooms to prevent cross-contamination between rooms, and an on-site facility to store personal protective equipment.

“I am concerned that if the VA does not act and grant a waiver of the state match these critical improvements to the [Long Island State Veterans Home} provided under the CARES Act will go unutilized on Long Island and across our county,” Schumer said in the letter.

Public officials gathered before a room of vets at the Long Island State Veterans Home at Stony Brook University for a Memorial Day service Friday, May 27.

Suffolk County Executive Steve Bellone gave the keynote address for the event. He continued the theme raised during his State of the County address a week earlier, invoking the example of the Greatest Generation as a model for Americans today.

I cant help but think that its just at the moment when we see our World War II veterans unfortunately slowly, but inevitably, fade into history, that 80 years later we now see war raging in Europe, he said. Its so important that we never forget what they did.

For Bellone, American veterans should be honored not only for their service abroad but for the work they perform for communities after they return from the battlefield.

Its what veterans always do they come home after fighting for our country and they build and they strengthen our community, the county executive said, adding, To all our veterans who have served, you all have picked up the baton of service. From the Revolutionary War right up to the wars in Iraq and Afghanistan, American veterans have served and have sacrificed.

Brookhaven Councilmember Jonathan Kornreich was also in attendance. Saying that he was inspired by Bellones address, the councilmember commented on the need for policymakers to temper their power to wage war and monitor their decisions that threaten peace.

Long Island State Veterans Home received 19 citations for violations of public health code between 2018 and 2022, according to New York State Department of Health records accessed on June 10, 2022. The Stonybrook nursing homes citations resulted from a total of four inspections by state surveyors. The violations they describe include the following:

1. The nursing home did not adequately protect residents from abuse. Under Section 483.12 of the Federal Code, nursing home residents have the right to be free from abuse. A July 2021 citation found that Long Island State Veterans Home failed to ensure such for two residents. The citation specifically describes a resident identified with aggressive behavior who pushed another resident after that latter resident grabbed and shook their arm. The latter resident subsequently fell to the floor and sustained two lacerations to the back of the head, after which they were transferred to the hospital. When that resident returned to the facility, the citation states, they were not adequately supervised, eventually entering the first residents room, where the first resident punched them, causing the resident to sustain a bloody nose with bruising and cuts to the face. A plan of correction undertaken by the facility included the education of nursing staff.

Stony Brook Veterans Home Has 46 Coronavirus Deaths Highest On Li

Forty-six residents have died of COVID-19 at the Long Island State Veterans Home in Stony Brook, the largest publicly reported death toll at a Long Island nursing facility, where the executive director described the disease as the most wicked terrorist you could ever face.

The management of the 350-bed facility serving veterans last week sent out an email and flyer to civic groups with an urgent plea that staff members needed supplies of personal protective equipment for their safety.

At the same time, the daughter of one resident complained that the home had failed to isolate coronavirus patients.

I kept saying, Isolate before its too late. You cant just assume everybodys going to get this, said Kathy Caruso of East Northport, whose 99-year-old father, John Milone, was a patient at the veterans home until he was moved to Stony Brook Hospital for COVID-19 treatment, including an oxygen supply.

Fatalities rose from 32 as of Friday to 46 on Tuesday, according to a letter posted on the homes website. An additional 51 residents have tested positive for COVID-19, with nine more suspected cases awaiting confirmation.

What Is A State Veterans Home

State Veterans Homes are facilities that provide nursing home, domiciliary or adult day care. They are owned, operated and managed by state governments. They date back to the post-Civil War era when many states created them to provide shelter to homeless and disabled Veterans.

To participate in the State Veterans Home program, VA must formally recognize and certify a facility as a State Veterans Home. VA then surveys all facilities each year to make sure they continue to meet VA standards. VA does not manage State Veterans Homes.

Long Island State Veterans Home Celebrates 30th Anniversary

Inside the Long Island State Veterans Home at Stony Brook University, Joseph Ingino saluted the U.S. flag and thought about friends he knew at the facility and others who perished during the Vietnam War.

I sent a prayer that I really wanted to be here today, said Ingino, 74, a native of Hicksville who resides at the facility, wearing a Vietnam veterans hat. This is like a somber day.

On Friday, officials held a Memorial Day ceremony at the veterans’ home on Patriots Road, the first such ceremony since the coronavirus pandemic prevented the event from being held. Nearly three dozen people were in attendance.

When the pandemic hit Long Island, the 350-bed facility had, at one point, the highest number of reported COVID-19 deaths of any Island nursing home, Newsday previously reported in April 2020. The veterans’ home, because of a state Department of Health mandate at the time, barred visits due to COVID-19, which led people to protest outside in October 2020 to ask that restrictions be lifted so that they could see their loved ones. The restrictions have since been rescinded.

The facility, which opened in October 1991 and also operates a 40-registrant medical model adult day health care program for honorably discharged veterans, has provided care to more than 15,000 veterans on the Island.

2. After screening, all visitors should report directly to the resident room / designated visiting location, and remain in that location for the duration of the visit.

3. Outdoor visitation is encouraged.

4. Outdoor visitation will take place in the front of the building and pond area.

  • Seating is on a first come, first serve basis.
  • All visitors should physically distance from other residents, other visitors and staff of the facility at all times.
  • Outdoor visitation for COVID Exposed Units will take place in the courtyard.

Your eligibility for State Veterans Homes is based on clinical need and setting availability. Each State establishes eligibility and admission criteria for its homes.

Some State Veterans Homes may admit non-Veteran spouses and gold star parents while others may admit only Veterans.

A recognized State Veterans Home may receive payments from VA to help defray the cost of care provided to Veterans. The cost to you varies by state. VA does not pay for care for non-Veterans.

6. Indoor Visitation:

  • Due to social distancing requirements , no more than two visitors per resident are allowed for an in-room visit.

Long Island State Veterans Home suffered 66 fatalities from Covid-19 as of July 18, 2020, per state records. The nursing home also received 10 citations finding it violated public health code between 2016 and 2020, according to health records accessed on July 20, 2020. The Stonybrook nursing homes citations resulted from a total of two surveys by state inspectors. The violations they describe include the following:

2. The nursing home did not ensure the reporting of medication irregularities. Section 483.45 of the Federal Code provides for the regular review of resident drug regimens by a licensed pharmacist, and requires the pharmacist to report any irregularities to the residents attending physician. A March 2019 citation found that Long Island State Veterans Home did not ensure such. The citation states specifically that a resident received 2.5 milligrams of a redacted medication every eight hours when necessary for 14 days, without supporting documentation for the use. The citation additionally states that there was no documented evidence the Pharmacy Consultant reported the irregularity to the residents physician. The citation states that this deficiency had the potential to cause more than minimal harm.

At least 52 residents have died at a Long Island veterans home ravaged by the coronavirus, according to a troubling new report.

Long Island State Veterans Home in Stony Brook has become the worst-hit of any nursing facility throughout Nassau and Suffolk counties since its outbreak began March 10, Newsday reported.

Our staff continues to deeply mourn the loss of our residents, the veterans home said Friday. Each veteran who has passed reminds us that the freedoms and liberty we enjoy today cannot be taken for granted.

The nursing home, which has 350 beds, said there are 65 more residents who have tested positive and one more who is a suspected case.

Meanwhile, there have been 57 employees who have been confirmed with the virus and another 11 awaiting results, the center said.

Residents have been separated at the home based on their health status with four brought to Stony Brook University Hospital for treatment, the facility said.
