Establishing Systems Controls For Receipt Of The Cdr Mailer Form

When a case is selected to receive a Title II-only, concurrent Title II/Title XVI, or Title XVI-only mailer, time-sensitive controls are established on the Disability Control File by means of posting an EVENT 001 – T2 INITIAL MAILER SENT, T2/16 INITIAL MAILER SENT or T16 INITIAL MAILER SENT or EVENT 002 – T2 SECOND MAILER SENT, T2/16 SECOND MAILER SENT or T16 SECOND MAILER SENT which can be viewed by querying the QCDR screen in the DCF.

For a detailed explanation of this process, see DI 13004.005C.3.

Can I Schedule An Appointment With The Wilkes

The Social Security Administration does not currently have online appointment scheduler.

The SSA website, SSA.gov, is the best way for most people to get help.

If you cannot use the website, or need more help, you can contact your local office phone number or national 800 number for help scheduling an appointment.

When visiting a local field office, appointment is not required. However, if you contact the office and schedule, it may reduce the time you spend waiting for help.

Sending Out The Mailer Form

The mailer form, a generic cover notice and instruction insert, and a reply envelope are sent to the beneficiary or representative payee. An initial mailer form or “1st-request” form is sent. If it is not returned and receipted within a specific time frame, a “2nd-request” mailer form is sent. If neither mailer is returned and receipted within a specific time frame, a nonresponder alert is generated to the servicing PC.

The four-page generic cover notice and instruction insert explains the mailer process and what outcomes may result when the Agency processes the mailer. The insert also stresses the importance of responding and specifies time frames for responding. The insert includes telephone numbers for contacting SSA if the individual has additional questions. The insert also includes two pages of instructions on how to complete the form, including sections on each question that provide more in-depth explanations as to what information is being requested.

B Decor Notices To Employees Self

Patricia Lynch Obituary (2020)

SSA sends DECOR notices to individual employees ) and self-employed workers ) to inform them of name and SSN no-matches.

We derive the address of the employee from the Form W-2 and the self-employed workers address from the data provided by the IRS.

If an employees address is available and the address does not exist in the United States Postal Service database, or if an employees address is unavailable, we send a notice ) to the employer. This notice requests information about the earnings reported by the employer for the employee and placed in the ESF.

NOTE: SSA does not and is not required to retain the initial DECOR notice sent to the employee or employer.

We did not send employer DECOR notices for tax years 2007 through 2009 because of litigation surrounding a proposed Department of Homeland Security regulation involving a related correspondence process. DHS later rescinded the proposed regulation, and we resumed sending employer DECOR notices in April 2011 . We did not send the notices we held for tax years 2007 through 2009.

Less Money Less Staff

As with most things, customer service issues are tied in large part to money. Since 2010, the SSAs operating budget set each year by Congress has declined by 13 percent and its staff by 12 percent, while the number of Social Security beneficiaries has increased 22 percent, according to an analysis by the Center on Budget and Policy Priorities.

Its a customer service agency, and you need money for that, says Kathleen Romig, a CBPP senior policy analyst who authored the analysis . The more people you have to take claims and answer questions, the more quickly and accurately it gets done. Staffing has declined precisely as much as the funding because thats where the money goes.

In 2010, the SSA had over 67,000 full-time employees. By 2021, there were fewer than 59,000. An SSA spokesperson noted that the agency experienced many years where we received less than the annual Presidents Budget request. The SSA has authorized about 6,000 hires in fiscal year 2021 for its front line components, but having enough warm bodies is only part of the solution. Staff need extensive training to decipher the agencys highly complex rules and regulations, and to coax accurate results from its antiquated computer systems, which in some cases are more than 35 years old.

Theyre doing the best they can, says Franklin. its a mess.

The Scannable Mailer Form

An optically scannable self-mailer variation of the mailer form, the SSA-455-OCR-SM, is most frequently used. The scannable mailer forms are returned to the Wilkes-Barre Direct Operations Center for processing . Since October 1995, the scannable mailer form SSA-455-OCR-SM is used most of the time, although the standard hard paper form may be used by the processing centers or field offices .

    Mailer Form Processing Outcomes

Depending on the information received with the completed mailer, referral for a full CDR is initiated . This occurs in about 2.5% of the mailer forms received for processing. Much more frequently, a deferral action is made to defer doing a full CDR. When a case is deferred, a new medical reexamination diary is set for up to 7 years. The medical diary reason at the time the case was selected for mailer form processing is used to determine how long the new MRED/MR should be. If there is no MDR value, a default value of 3 is established for the MDR and the MRED/MR is reset for 36 months/3 years.

Fake Social Security Letters Showing Up In Mailboxes

INDIANAPOLIS The Inspector General for the Social Security Administration issued a warning this week regarding fake letters that are showing up in mailboxes across the country.

Scammers are using U.S. mail delivery to send letters using fraudulent SSA letterhead.

Typically, the letters advise the Social Security recipient to call a toll-free number to activate an increase in SSA benefits, such as a cost-of-living adjustment .

The letters appear to be from an SSA official, however, they are not from the federal government.

Theyre real enough that a social security beneficiary might think that theyre real, said AJ Monaco, a Special Agent in Charge at the Social Security Administration Office of Inspector General. We know theyre up to no good.

Monaco told WRTV Investigates scammers know people are catching on to phone scams.

We will usually send you a letter, and the scammers picked up on that, Monaco said. So we are very concerned people will think the letter is legitimate. We are trying to get the word out to let people know that scammers will manipulate communication. Be on your guard all the time.”

The scammers are likely looking for a way to steal your money or your personal information.

If you owe money to SSA, they will mail you a letter with your payment options and appeal rights.

COLA is automatic for all SSA beneficiaries and does not require activation.

    What Is Social Security

In 1935, President Franklin Roosevelt signed the Social Security Act. This new federal legislature started the collecting of taxes in 1937. Since then, working citizens across the United States began paying into social security in order to have a form of guaranteed income once they reached retirement age.

The Social Security Act was initially meant to be a form of basic retirement for working individuals. However, in 1939, an amendment was made to the act that allowed spouses and/or children to begin receiving social security survivor benefits if a parent or spouse was deceased and qualified for social security income.

    Whom Should You Trust

After her ex-husband died in 2016, 62-year-old Ewa Gorzela tried to collect survivor benefits. At her first visit to the local office near her Carrollton, Texas, home in 2019, an SSA representative told her that yes, she would receive survivor benefits, but that she needed to bring in another document.

She brought the document to her second meeting but was assigned to a different SSA representative. This one asked if she was still working. She said yes and he said she earned too much money to receive survivor benefits.

Two people and two different answers, Gorzela says. I dont know what to do.

As Gorzela knows, right answers and wrong answers can impact peoples lives. According to a 2018 report from the SSA Office of the Inspector General, some of those eligible to receive widow and widower benefits werent adequately informed that waiting until age 70 to switch from survivor benefits to retirement benefits could have increased their payments. A 2016 U.S. Government Accountability Office report found that some recipients who visited SSA field offices did not consistently receive critical information to help make well-informed decisions. The report cited studies and surveys showing widespread misunderstanding about whether spousal benefits are available, how monthly benefits are determined, and how the retirement earnings test works.

    Ways To Beat The Bureaucracy

Feel like youre not getting the answers you need from Social Security? Take these steps to improve your odds of customer service success.

  • Avoid calling for help during busy times. Peak hours for the national toll-free number are the first week of the month and when payments are made, generally Wednesdays.
  • Skip the phone and seek help online if you can. The silver lining of the pandemic is that it is now easier to do more things online, says Mary Beth Franklin, a certified financial planner who specializes in Social Security.
  • Explore the Social Security website. If youre receiving conflicting answers to questions, research your issues at ssa.gov. Its a treasure trove of information, Franklin says. Find your answers there, then show the Social Security representative where you found it.
  • Research independently. AARPs Social Security Resource Center includes a comprehensive mix of calculators, tools and articles, plus the ability to submit questions. Many other nonprofits and investment companies also offer useful information, with no obligations.
  • Consider hiring an expert. Deciding when and how to file for retirement benefits is often tricky, especially if you have a spouse. Not thinking through the details can cost you thousands of dollars in lost benefits. But making those decisions is not the SSAs job. The Social Security representative is there to process your claim, not to tell you how to file it, Franklin says.
