Scholarships And Financial Aid
Financial aid is federal, state, institutional, and private fund used to assist eligible students in funding their education. These funds can be a combination of grants, scholarships, waivers, student employment, and loans. Scholarship applications are available in the Financial Aid office, and/or online. Submission Deadlines And Processing Dates
Note: Email and call volume increases significantly prior to the start of a term, thus impacting processing times.
- To keep processing times reasonable, check the status of your request online through the Certification Request system instead of calling or emailing.
- All requests are processed by the date it was received. Contacting our office does not change this date or expedite the processing.
- Submissions made after our first deadline are not guaranteed to be processed before the bill is due. You must monitor your bill and make other payment arrangements if necessary.
- Chapter 30, 35, and 1606 GI Bill® submissions must include a valid Certificate of Eligibility for the first semester they wish to use the benefit.
- Fry Scholarship and Chapter 33 GI Bill® submissions must include a valid Certificate of Eligibility.
- All students must provide one copy of the veterans DD-214 for benefits processing to begin.
- Hazlewood and GI Bill® non-tuition submissions made after our deadline will not be processed before the bill is due. You must make other payment arrangements.
- Incomplete submissions will be cancelled after the census date and the student will be required to call or come into the office to resolve their request for that semester.

Information To Remember While Utilizing Va Education Benefits With Tennessee State
*It is your responsibility to inform the TSU VA Representative of any official major changes, intended major changes, course substitutions, terms to be enrolled, dropping/adding courses, and not attending class. Failure to do so MAY result in an over/under payment of your Educational Benefits. Also notify the TSU VA Representative if you have applied for graduation.
*In addition, it is your responsibility to notify the VA Representative of your intention to utilize your VA benefits each semester. It is not automatically assumed that you will be using your VA educational benefits each semester, and they will not be applied unless you specifically make such a request through this office.
**Chapter 31 Recipients only– You must meet with your Case Manager every semester and be sure to complete the Veterans Enrollment Certification form. Once your Case Manager has provided a 1905 on your behalf, the VA Representative will forward it to the Bookstore and Bursars Office for processing.
*Students receiving Chapter 1606/07 can no longer use their VA benefit along with Tuition Assistance for the same courses. The student must only request certification for the courses not utilizing TA.
Children Of Texas Veterans
Qualifications:
- The children of a military Veteran, who at the time of entry into the U.S. Armed Forces:
- Was a Texas Resident, OR
- Designated Texas as his or her Home of Record, OR
- Entered military service in Texas
NOTE: This information must be annotated on the service members DD 214. Veterans whose DD 214 does not contain this information, and who believe they are eligible, may contact the for information on documentation that is appropriate in determining residency at time of entry onto active duty.
- Served at least 181 days of active military duty, excluding initial entry training, as indicated as “net active service” and 12 on the DD214)
- Received an honorable discharge or separation or a general discharge under honorable conditions
The Legacy child using the Hazlewood Act exemption must be:
- the biological child, stepchild, adopted child, or claimed as a dependent in the current or previous tax year
- residing in the State of Texas during the semester. The Veteranmust also reside in the State of Texas while the child is using the exemption
- 25 years old or younger on the first day of the semester for which the exemption is being used
- Must meet one of the following:
- Are not eligible to receive federal Veteran’s education benefits, OR
- Have federal Veterans education benefits not dedicated to payment of tuition and fees only, OR
- Have federal Veterans education benefits that only cover a portion of tuition and fees

Veterans Resource Center Open House
Come visit the Lounge, a place to relax, engage and find a sense of belonging with other Veterans and military affiliated students. Stop by the Academic Support Room, a place to study or be tutored and check out the Community Partners Room. Chapter 33 Post 9/11 Gi Bill
Effective August 2009, the Post 9/11 GI Bill® was enacted for individuals with at least 90 days of aggregate service on or after September 11, 2001, or individuals discharged with a service-connected disability after 30 days. You must have received an honorable discharge to be eligible for the Post-9/11 GI Bill®. The Post-9/11 GI Bill® is effective for training on or after August 1, 2009. This benefit will pay tuition and fees directly to the college. Additionally, students will receive a payment of up to $1,000 annually for books and supplies. They will also receive a monthly living allowance based on the Department of Defense Basic Allowance for Housing rate for E-5s with dependents within the same zip code as the students school . The amount of this benefit varies from 40% to 100% depending on length of service.

Satellite Vcp Texas State University
The Veterans Curation Program satellite laboratory at Texas State Universitys Center for Archaeological Studies was established in April 2018. The lab employs student veterans attending Texas State University in the rehabilitation of the Fort Worth Districts collections from Lake Lavon and other projects.

Vocational Rehabilitation And Employment
The Vocational Rehabilitation and Employment Program is authorized by Congress under Title 38, Code of Federal Regulations, Chapter 31. Eligibility for VR& E VetSuccess Services mandates the veteran has received, or will receive a discharge that is other than dishonorable and have a service-connected disability rating of at least 10%, or a memorandum rating of 20% or more from the Department of Veteran Affairs . Eligible veterans may be allowed up to 48 months of full-time benefits. Veterans generally have 12 years from the date they are notified of their entitlement to the program. Texas Education Code: Section 54.241 Paragraph K, line 1 provides a person who is eligible for benefits under the federal Veterans Educational Assistance Act of 2008 or any other federal law authorizing veteran educational benefits. There Is No Payment For:
** If the student does not complete all courses or receives a punitive grade, he/she may be charged an over payment by the U.S. Department of Veterans Affairs. The overpayment may include tuition, fees, and any other payments made on my behalf by VA. The U.S. Department of Veterans Affairs determines the amount of the overpayment, not TSU. If the student has an existing overpayment with VA, his/her future benefit payments may be withheld by VA until his/her overpayment is repaid in full.
Satisfactory Progress / Probation
The U.S. Department of Veterans Affairs requires the student to maintain proper attendance in all courses for which he/she receives VA Education Benefits for.
A student receiving VA benefits should know the institutions policy on satisfactory progress and academic probation . A VA student placed on probation has a maximum of two consecutive semesters to return to good standing. Failure to return to good standing within two semesters will make the student ineligible for VA educational benefits.
The student may regain his/her eligibility for VA benefits for future terms under one of two conditions: a return to good standing in the college, or a request for resumption of VA educational benefits is submitted to the VA claiming mitigating circumstances and the VA reinstates benefits based on evidence supporting the students claim.

Montgomery Gi Bill Active Duty
The Montgomery GI Bill® is for individuals who have served on Active Duty for the first time after July 1, 1985, and who agreed to have their pay reduced by $100 for 12 months. Veterans must have received an honorable discharge and active-duty personnel must have served at least two years to be eligible to use their benefits. Benefits are provided up to 36 months and generally must be used within 10 years of discharge from active duty. This bill can be applied for prior to discharge. The monthly benefit paid is based on the length of service, category, and Department of Defense put kickers into your MGIB Fund .

Military Personnel And Dependents
If a member of the Armed Forces of the United States is stationed outside Texas and the member’s spouse or child establishes residence in Texas by residing in Texas and by filing with the Texas institution of higher education at which the spouse or child plans to register a letter of intent to establish residence in Texas, the institution of higher education shall permit the spouse or child to pay the tuition, fees, and other charges provided for Texas residents without regard to length of time that the spouse or child has resided in Texas.

How Many Veterans Go To Texas State
Colleges with a large veteran population are better equipped to support and accommodate those who have had military experience.
According to the VA, there are 2,559 G.I. Bill® students at Texas State. Since the total enrollment at the school is 37,812, approximately 6.77% of the students at Texas State are utilizing the GI Bill® to help pay for their education. Putting that into perspective, the Student Veterans of America estimates that about three-four percent of all college students in America are veterans.
This number includes all chapters of the GI Bill®, e.g. Post-9/11, Montgomery GI Bill and Reserve Education Assistance Program. It also includes Veteran Readiness and Employment. This does not include active-duty military personnel who are attending the college via Tuition Assistance. Therefore, the potential total military population could be larger than this.

Welcome To The Office Of Veterans Affairs
The Texas State University Office of Veterans Affairs assists veterans and dependents by answering questions concerning veteran educational benefits, certifying enrollments for the Department of Veterans Affairs, processing the Hazlewood benefit, and monitoring our students degree plans and academic progress as required for their benefits.
- Students using GI Bill® for the first time will need to apply for a certificate of eligibility at www.va.gov at least 2 months prior to registering for their first semester at TXST.
- Once completed, the student will receive in the mail a Certificate of Eligibility in their name about 6-8 weeks after the submission.
- All certification requests are done electronically at TXST University and you do not need to come into our office.
For all Hazlewood documentation, the burden of proof is on the student to provide all required documents.
Once the Certificate of Eligibility has been received the student would go to our website at www.va.txstate.edu, click on certification request, login in with their Net ID, click on create new request, and fill out the questionnaires. The last page after the questionnaires will provide a page where you can upload documents. The student will then upload the required documents in pdf. or jpeg. format.
