New Round Of Scholarships For Leaders With Disabilities

The Australian Institute of Company Directors in partnership with Australian Network on Disability announced the 2023 Disability Leadership Scholarship program.

Applications are invited from across the country for this exciting opportunity to participate in the AICDs national governance education program, with 100 full-fee scholarships on offer to people with disabilities.

Candidates must be over 18 and leaders with a disability. First Nations people, those from culturally and linguistically diverse backgrounds, and women are encouraged to apply.

The successful candidates will have the chance to boost their leadership and senior executive skills, undertaking one of three leading directorship courses provided by the AICD: either the Company Directors Course, Foundations of Directorship or Governance Foundations for Not-for-Profit Directors.

The 2023 program follows the successful first round of scholarships awarded to 100 talented recipients in 2022.

Special Needs Sports Programs

An often overlooked area of our kids lives is their recreation time. As parents, we spend so much time worrying about their health, worrying about IEPs, and education, that there isnt much time or energy left for recreation time.

The sentiment is starting to change on this topic. Many schools and agencies are realizing the importance and benefit of meaningful leisure time and including it in IEP transition plans. Still, sports activities for disabled kids can be hard to find.

Broader Improvements To Home

The Mills Administration has made historic investments to improve home- and community-based services for older Mainers and people with IDD through the budget as well as new federal funds. The biennial budget for fiscal years 2022 and 2023 invested $90.6 million to increase MaineCare rates for HCBS waiver services for older adults and people with disabilities and brain injury. The supplemental budget added another $68.5 million, for a combined investment of $159.1 million. The HCBS cost-of-living rate increases that took effect January 1, 2023, included an additional $19 million to keep up with higher than projected inflation, bringing the total for the current biennium to $178.1 million.

In addition to these ongoing investments, the Department is implementing its HCBS Improvement Plan with over $240 million in one-time federal funding made available specifically for this purpose through the American Rescue Plan Act. As of December 2022, $132 million has been invested from the plan, with most of the funds supporting bonuses to direct support workers. In addition to the bonuses, in September 2022, group home providers received a one-time payment of $6 million to address continuing COVID-related staffing challenges, and providers subject to the federal HCBS settings rule received $5 million in remediation grants to help bring their programs into compliance.

State-funded Home Modification Loan Program provides loans to make modifications to the primary, permanent residence of elders, adults with disabilities, and families with children with disabilities. Eligible homeowners may qualify for 0% to 3% amortizing loans up to $30,000 for modifications such as ramps, lifts, bathroom and kitchen modifications. Dta: Department Of Transitional Assistance

The Department of Transitional Assistance provides cash benefits to certain people with very low income and assets. DTA administers:

• Emergency Aid for the Elderly, Disabled and Children – people with very low income and assets who are unable to work for a medical reason for at least 60 days may be eligible. This is a potential source of income while a person is awaiting a decision on a SSA benefit claim. EAEDC can also cover people needing to stay home to care for someone who would otherwise need to move into an institution.
• Transitional Aid to Families with Dependent Children , a state and federally funded program that provides cash assistance to families with children and pregnant women in the last 120 days of pregnancy who have little or no assets or income.

Disabled Americans recently scored a victory when Congress approved an expansion of state-based accounts that let them work and save money without risking the loss of public benefits like Medicaid.

The change means an estimated six million more people, including about one million military veterans, will eventually qualify for the tax-favored accounts, advocates for disabled people say. The accounts, known as ABLE accounts, are named after the 2014 law that created them, the Achieving a Better Life Experience Act.

Forty-six states and Washington, D.C., offer ABLE accounts, which first became available in 2016 and are loosely modeled on 529 college savings accounts. But saving in ABLE accounts has been somewhat slow to catch on, partly because they have been limited to people who became disabled before the age of 26.

Its a safe place to save money, Mr. Foley said.

Its a bit of a letdown, she said.
