Who You Can File A Complaint Against

If you believe that you or someone else was discriminated against based on a disability, you can file an Americans with Disabilities Act complaint against:

  • a state government or local government, such as a:
  • public hospital
  • other state or local government program
  • a private business that serves the public, such as a:
  • The Departments Ada Rulemaking History

    The Department originally published its ADA title II and title III regulations on July 26, 1991, including the 1991 ADA Accessibility Guidelines .

    On September 15, 2010 the Department published final regulations revising the Departments ADA regulations, including the adoption of updated ADA Standards for Accessible Design . The revised final rules went into effect on March 15, 2011. Compliance with the 2010 Standards was required on March 15, 2012, except that compliance with the requirements in the 2010 Standards with respect to existing swimming pools was subsequently extended to January 31, 2013. ).

    On July 15, 2016, Attorney General Loretta Lynch signed a final rule revising the ADA title II and III regulations to implement the requirements of the ADA Amendments Act of 2008. The final rule was published in the Federal Register on August 11, 2016, and took effect 60 days after publication, on October 11, 2016. Congress enacted the ADA Amendments Act to clarify the meaning and interpretation of the ADA definition of disability to ensure that the definition of disability would be broadly construed and applied without extensive analysis.

One of the primary purposes of the AAPD is to further the implementation of the provisions of the Americans with Disabilities Act. As a national cross-disability rights organization, AAPD advocates for full civil rights for the 50+ million Americans with disabilities by promoting equal opportunity, economic power, independent living, and political participation.

Recipients receive funding to further a new or existing project or initiative that increases opportunities for people with disabilities.     When You Will Hear From Us

    We receive many ADA complaints from people around the United States. So, our review can take up to three months.

    If you have not heard from us after three months, you can call the ADA Information Line to check your complaints status. You can reach the ADA Information Line at 800-514-0301 or 1-833-610-1264 .

    Even if we do not take any formal action, your complaint provides us with valuable information, helping us find issues affecting multiple people or communities, and helping us understand emerging trends and topics.

    About The Aapd Summer Internship Program

    AAPD is a national cross-disability civil rights organization that works to increase the political and economic power of people with disabilities. In 2002, AAPD launched the Summer Internship Program to develop the next generation of leaders with disabilities. For 20 years, we have placed college students, graduate students, law students, and recent graduates with all types of disabilities in paid summer internships with Congressional offices, federal agencies, nonprofit and for-profit organizations within the Washington, DC area. The AAPD Summer Internship Program advances participants career opportunities, deepens their leadership skills, and meaningfully connects them to the broader disability community.

    During the summer, each intern is matched with a mentor who provides them with career guidance. AAPD provides interns with a living stipend, a technology and internet stipend for remote interns, transportation to and from Washington, DC, and fully accessible housing. Due to minimizing barriers to participation, we are able to recruit a diverse cohort of interns. As a result, we connect our host employers to talented emerging leaders with disabilities.

    Program Requirements And Policies

    Voter Suppression and Accessibility – AAPD Panel
    • Interns selected to participate in the AAPD Summer Internship program will be placed in paid internships with Congressional offices, federal agencies, nonprofits, or for-profit organizations to work full-time four days a week.
    • Interns will receive a summer schedule of AAPD-sponsored activities and must attend all mandatory events, including the Disability Advocacy Certificate Program on Fridays.
    • Interns must communicate reliably and utilize the various technology platforms once accepting their AAPD internship, leading up to their internship, and throughout the summer.
    • While AAPD has the final discretion of all placement sites, the internship placement process is collaborative where each intern may be asked to submit additional application materials and interview with a possible placement.
    • An orientation will be held at the beginning of the program. All interns are required to attend.
    • All interns must adhere to the Code of Conduct and if in-person, roommate and housing agreements.
    • Interns will receive a summer schedule of AAPD-sponsored activities and must attend all mandatory events, including the Disability Advocacy Certificate Program.
    • Interns will receive a living stipend disbursed in three installments over the summer.
    • If in-person, interns will live in a dorm-style housing and will most likely share a room with another intern from the program .

As a long-time advocate for equal opportunity, as a principal author of the Americans with Disabilities Act, and as Chair of the AAPDs Board of Directors, your dedication and hard work have helped to create the progress we celebrate today. And I want to thank you, Andy Imparato, and the entire AAPD team for bringing us together to reflect on what has been and what still must be achieved to ensure our nations promise of justice for all.

    I also would like to congratulate this years Justice for All award recipients. In many different and innovative ways, your efforts have improved conditions, and increased opportunities, for people with disabilities. Its an honor to salute your contributions and to celebrate the 20th Anniversary of the ADA and the 15th Anniversary of the AAPD with so many friends, colleagues and partners. And its a special privilege to commemorate this milestone with one of my predecessors and one of the ADAs greatest champions, and my first boss as a lawyer Attorney General Thornburgh.

    That was his vision in July of 1990. And, in July of 2010, that vision is more than ever before reality.

    As Attorney General Thornburgh put it twenty years ago, Each time civil rights are enlarged in our country, they extend over the whole of our society, do not let this bright moment in American history escape you.

    Policy Portal: Directory Of Consumer Organizations

    The Policy Portal is a directory of consumer-oriented organizations NIDILRR grantees can use to promote their research findings and connect with organizations included in the directory. The Center has worked with the Association of University Centers on Disabilities , the National Council on Independent Living and The Arc on the continuous development of the directory.

    To be listed below, an organization has met criteria that include it being

    • national in scope
    • engaged in policy discussions with other disability-oriented organizations and/or policymakers about legislation to improve the lives of people with disabilities, and
    • free of commercial interests.

    These organizations are therefore well-positioned to apply research findings in their efforts to improve policies that affect the lives of people with disabilities and their families.

    Each year, the Center on KTDRR reaches out to the organizations requesting information on their policy priorities. If an organization indicates interest, KTDRR then seeks to identify recent NIDILRR-funded publications that address those informational needs. Then KTDRR shares summaries of the research with the organizations and connects the authors with the organizations contact to help foster communication between the NIDILRR researchers and that member of the disability policy community.

    Voting Machines Are Not Facilities

    The DOJ regulations suggest that the term facilities applies only to physical structures, or permanent objects that are physically attached to structures. Voting machines are temporary objects that can be moved. They are not physically attached to the walls or floors, and therefore are not part of the facility. The court held that voting machines are not facilities under Title II of the ADA.

    Voting Machines Are Not Covered By Department Of Justice Regulations Interpreting Title Ii Of The Ada

    The court in AAPD v. Harris indicates that the ability to vote privately, without third party assistance, is not supported by Title II of the ADA, or by the accompanying DOJ regulations. Although the court does recognize the right to vote as protected by Title II of the ADA, it indicates that third party assistance is an adequate form of accessibility, despite the limitations on independence and privacy.

    This past Sunday, July 26, marked the 30th anniversary of the enactment of the Americans with Disabilities Act. Signed into law in 1990 by President George H.W. Bush, the ADA as its colloquially known, essentially is the Civil Rights Act for people with disabilities. The landmark piece of legislation was pioneered and written by former congressman Tony Coelho, a Democrat from California. Coelho is disabled himselfin a May interview with me, he shared the impetus for creating the bill stemmed from discrimination and ridicule over his epilepsy diagnosis. His parents kept his diagnosis a secret from him until later in life, and he was disqualified from seminary because Canon Law saw his condition as a sign he was possessed by the devil.

    After significant struggle, I finally got my life back together and surrounded myself with friends who advised me to go into politics and use my disability for good, he said.

    Right now, were working to create paradigm shift in Americaencouraging individuals and communities to celebrate disabilities, rather than hide them, said Maria Town, CEO and President of the AAPD, in a recent interview. Town assumed the organizations top perch in 2019.

    For as transformative as the ADA was, however, there remains much work to be done.
