Memorial headstones and markers, for individuals or groups, are furnished for eligible deceased active duty service members and Veterans whose remains are not recovered or identified, are buried at sea, donated to science or whose cremated remains have been scattered.

Memorial headstones and markers may also be furnished in national, military post/base or state Veterans cemeteries to eligible spouses whose remains are unavailable for interment, whether or not they predecease the eligible Veteran.

These headstones and markers bear an “IN MEMORY OF” inscription as their first line and must be placed in a recognized cemetery.

Memorial headstones and markers for spouses and other dependents are not available for placement in private cemeteries.

A VA Form 40-1330, Claim for Standard Government Headstone or Marker must be submitted to request a burial or memorial headstone or marker.

One of these must describe your relationship to the deceased:

• A family member, or
• A personal representative , or
• A representative of an accredited Veterans Service Organization, or
• An employee of a state or local government whose official responsibilities include serving Veterans, or
• Any person whos legally responsible for making arrangements for unclaimed remains or for details having to do with the deceaseds interment or memorialization, or
• Any individual representing the deceased, if the Veterans service ended before April 6, 1917

You must be a member of the deceaseds family to apply for a memorial item if any of these descriptions is true:

• The deceaseds remains havent been recovered or identified, or
• The deceaseds remains were buried at sea, or
• The deceaseds remains were donated to science, or
• The deceaseds remains were cremated and scattered

Who Can Be Honored With A Medallion

Review eligibility requirements for:

A Veteran who didnt receive a dishonorable discharge or a service member who died while on active duty may be eligible for a medallion if they meet these requirements specific to when they served.

We provide 2 types of medallions. Veterans and service members may be eligible for a bronze medallion. If theyve received a Medal of Honor, they may also be eligible for a Medal of Honor medallion.

Officers who served before October 16, 1981, and enlisted personnel who served before September 7, 1980

Both of these must be true:

• The Veteran or service member served for at least 1 day of active duty on or after April 6, 1917, and
• The Veteran or service member is buried in a private cemetery marked with a privately purchased headstone or marker

Officers who served after October 16, 1981, and enlisted personnel who served after September 7, 1980

Both of these must be true:

• The Veteran or service member served for a minimum of 24 months of continuous active duty, and
• The Veteran or service member is buried in a private cemetery marked with a privately purchased headstone or marker

Note: Any service member who died while serving on active duty is eligible, regardless of when they served.

A National Guard member or Reservist may be eligible for a medallion if they meet any of these requirements specific to their type of service.

Cemetery staff in national, military post, and military base cemeteries are responsible for setting the headstone or marker at no cost to the applicant. Some state Veterans’ cemeteries may charge the applicant a nominal fee for setting a Government-furnished headstone or marker.

Arrangements for setting a Government-furnished headstone or marker in a private cemetery are the applicant’s responsibility and all placement costs are at private expense.

Does Va Provide A Headstone Or Marker If Remains Arent Available

We provide memorial headstones and markers for:

• Eligible deceased active-duty service members and qualified Veterans when their remains are missing, not identified, donated to science, buried at sea, or scattered, and
• Eligible spouses and other dependents whose remains are not available, whether or not they pass away before the eligible Veteran

Note: For spouses and other dependents, this benefit is for burial only in national, military post, military base, or state Veterans cemeteries, not private cemeteries.

The words engraved on the memorial item must begin, IN MEMORY OF.

They Honored Their Country

A United States flag is provided, at no cost, to drape the casket or accompany the urn of a deceased veteran who served honorably in the U. S. Armed Forces. It is furnished to honor the memory of a veteran’s military service to his or her country. VA will furnish a burial flag for memorialization for:

• A veteran who served during wartime
• A veteran who died on active duty after May 27, 1941
• A veteran who served after January 31, 1955
• A peacetime veteran who was discharged or released before June 27, 1950
• Certain persons who served in the organized military forces of the Commonwealth of the Philippines while in service of the U.S. Armed Forces and who died on or after April 25, 1951

Who Is Eligible to Receive the Burial Flag?

Generally, the flag is given to the next-of-kin, as a keepsake, after its use during the funeral service. When there is no next-of-kin, VA will furnish the flag to a friend making request for it. For those VA national cemeteries with an Avenue of Flags, families of veterans buried in these national cemeteries may donate the burial flags of their loved ones to be flown on patriotic holidays.

How Can You Apply?

You may apply for the flag by completing VA Form 27-2008, Application for United States Flag for Burial Purposes. You may get a flag at any VA regional office or U.S. Post Office. Generally, the funeral director will help you obtain the flag.

Va Headstone & Grave Markers

VA will provide a headstone or grave marker for veterans buried anywhere in the world, and for eligible dependents buried with the veteran, in National Cemeteries, State Veterans Cemeteries, or Military Post Cemeteries.

The style and type of marker furnished will depend on the rules of the particular cemetery. Niche markers are also available for identifying cremated remains in a columbarium.

The headstone or marker will generally contain the name of the deceased, the year of birth and death and the branch of service. Optionally, the headstone or marker may also be inscribed with the deceased veterans military grade, rank, or rate, complete dates of birth and death, an appropriate religious emblem, and a listing of any awards for valor.

If the burial is in a National Cemetery, a state veterans cemetery, or a military post cemetery, the headstone or marker is ordered through the cemetery, which will place it on the gravesite. If the burial is in any other cemetery, the headstone or marker must be ordered from VA. A copy of the veterans military discharge or supporting documentation of service must accompany the application.

While it would be lovely if this is entirely up to your discretion, most of the time, it is not. You will have to check with the cemetery for any rules about marker styles and materials. You might be required to have a concrete slab serving as a base, for instance. Policies vary, so you must contact the cemetery for detailed guidance.

Environmental Conditions

The material of the marker will endure impacts from environmental elements. Thus, it is important that you take the setting into consideration. Marble, for example, is prone to erode over time if it encounters acidic soil and acid rain.

Do not be afraid to seek advice from the funeral director or cemetery personnel. They have the knowledge and experience to give you good suggestions, and are typically more than happy to help.

Once you know the type and material of the marker, you can continue to proceed by preparing the inscriptions. A standard military grave marker should have the following:

• Emblem of Belief
• Birth Date
• Death Date

However, only certain awards may appear as inscriptions, such as the Distinguished Service Cross, Navy Cross, Air Force Cross, Congressional Medal of Honor, Purple Heart, Silver Star, and Bronze Star. You can send a request to add additional details like a nickname, other credentials, and special designations.
