You can’t transfer money from a Direct Express card to another card, but you can transfer money to a personal U.S. bank account. Expanding Uses Of The Ssn

The original purpose of the SSN was to enable the Social Security Board to maintain accurate records of the earnings of individuals who worked in jobs covered under the Social Security program. The card was never intended to serve as a personal identification documentthat is, it does not establish that the person presenting the card is actually the person whose name and SSN appear on the card. Although SSA has made the card counterfeit-resistant, the card does not contain information that would allow it to be used as proof of identity. Generally, there are no restrictions in federal law precluding the use of the SSN by the private sector, so businesses may ask individuals for an SSN whenever they wish .

With the many purposes legally requiring an SSN, the need for a U.S. resident to possess one has become nearly universal. The universality of SSN ownership has in turn led to the SSN’s adoption by private industry as a unique identifier.

How To Replace Your Social Security Card

Replacing important government documents can often be a hassle. Thatâs true whether the reason is unfortunate or more joyous .

If you do need to replace your card, one silver lining is that all cardholders are eligible for:

  • Up to ten replacements over their lifetime
  • A maximum of three replacements per calendar year

What Documents Do I Need To Prove My Identity

Social Security will ask to see your current U.S. immigration documents. Acceptable documents include:

  • I-551 Permanent Resident Card

Implementing The 1950 Amendments

The 1950 Social Security Act Amendments extended coverage under the OASI program to about 10 million more persons effective 1951, including the nonfarm self-employed other than doctors, lawyers, engineers, and members of certain other professional groups regularly employed domestic and farm workers a small number of federal employees who were not covered under the civil service retirement program members of a few very small occupational groups and workers in Puerto Rico and the Virgin Islands. Birth Certificate Copies: Born Abroad And Adopted By Us Parents

If you were born in a foreign country and adopted by a U.S. citizen, you would not have received a U.S. birth certificate. The country in which you were born would have issued one. To get a copy, contact the nearest foreign embassy or consulate for that country. If you need an authenticated copy and its not in English, ask the embassy for help to get it translated.

Because its a prepaid debit card, you can only use your Direct Express Social Security debit card if you have funds in your account. Once youve spent or withdrawn your entire account balance, youll have to wait for your next monthly disbursement to use your card again.

You cannot deposit personal funds onto the card. You must open a separate bank or prepaid card to deposit personal funds.

Original Card For A Noncitizen Adult

Enumeration Beyond Entry

You may be eligible to apply using our automated process called Enumeration Beyond Entry if you are applying to the United States Citizenship and Immigration Services for work authorization or lawful permanent resident status.

You may not need to visit a Social Security office or Social Security Card center if you apply using the Form I-765 or I-485. Improving The Disability Determination Process

The disability determination process underwent major changes in the 2000s. In the 1990s, SSA had identified the need to reexamine its entire disability process. The number of disability claims filed was continuing to rise, and the disability workloads, both DI and SSI, were consuming ever-larger portions of the agency’s resources. SSA was having significant difficulty providing satisfactory service to its disability applicants.

In 1965, 97 percent of allowances were decided by the state DDS. By the mid-1970s, 4050 percent of appealed DDS disallowances were overturned at the hearing level, and by 1980, nearly 60 percent were. Why were so many cases denied at the state level being approved at the hearing level? A number of reasons have been suggested. The passage of time between decision and appeal could have brought the worsening of a chronic medical condition. ALJs frequently had additional evidence not available to the DDSs. DDSs followed program rules, as opposed to ALJs, who depended more directly on the law itself. ALJs had face-to-face contact with the claimants DDS employees did not. At hearings, about 40 percent of claimants were represented by attorneys. Also, DDSs were under pressure to meet productivity goals.

Coping With More Legislative Changes

The impact of the 1967 amendments on SSA operations would not be nearly as large as that of the 1965 amendments, but considering the strain on resources brought about by the earlier legislation, the agency once again planned its response in advance.

In the fall of 1966, Commissioner Ball requested all operational elements to evaluate their readiness and to have regular program workloads in the best possible shape by the middle of January 1967. The agency took several courses of action. Overtime hours had been used in implementing the 1965 amendments, and would be used again now. Payment center employees worked nearly a million hours of overtime during FY 1967. Field offices pitched in to help the payment centers. District office claims representatives were detailed to the payment centers in New York, Chicago, and Philadelphia, where the greatest problems existed. Also, field office personnel worked overtime on Saturdays and Sundays in payment centers. Central office teams were sent to three payment centers in September 1966 to observe operations and returned with suggested improvements .

How To Get An Unrestricted Social Security Card

If you are a U.S. citizen or you are lawfully admitted to the U.S. on a permanent basis, you can apply for a Social Security card by filling out SSA Form SS-5 and taking italong with the required documentsincluding qualifying proof of age, identity, and U.S. citizen or immigration statusto a Social Security office or Social Security Card Center.
