Hazlewood Act
The Hazlewood Act is a State of Texas benefit that provides qualified veterans, spouses, and dependent children with an education benefit of up to 150 hours tuition free college at state schools. This does NOT include living expenses, books, or supply fees.
The veteran must have:
- been a Texas resident when they entered the service
- served at least 181 days active duty
- used up all federal VA education benefits
- not be in default on a state student loans
- meet GPA, academic progress and credit hour requirements
Legacy Act
Veterans eligible for the Hazlewood Act can assign unused hours to a child under certain conditions.
The child must:
- be a Texas resident.
- be the biological child, stepchild, adopted child, or claimed as a dependent in the current or previous tax year.
- be 25 years old or younger on the first day of the semester or term
- meet GPA, academic progress, and credit hour requirements
- Only one child can use Hazelwood Legacy benefits at a time.

To apply for one of these grants, you will need VA Form 26-4555, Application in Acquiring Specially Adapted Housing or Special Home Adaptation Grant.
Get this form and apply in one of the following ways:

- Download VA Form 26-4555, Application in Acquiring Specially Adapted Housing or Special Home Adaptation Grant and mail it to the VA Regional Loan Center near you with jurisdiction in your area. You can find your nearest RLC at the VA official site or call 1-800 827-1000.

Permanent And Total Va Disability Ratings
Importantly, some of the benefits that are available for disabled veterans who are totally disabled , are conditioned on the veteran having permanent and total status. VA deems a disability permanent when it is reasonably certain, based on medical evidence, that the level of impairment will continue for the rest of the veterans life. VA should automatically consider whether a veterans condition qualifies for permanent status when adjudicating their claim.
If VA has awarded P& T status for TDIU or the veterans condition it will most likely be indicated in the decision letter. On some Rating Decisions, there is a P& T box that will be checked if the veterans 100% disability is permanent. On others, there may be language like Eligibility to Dependents Chapter 35 DEA / CHAMPVA are established or no future exams are scheduled both of which indicate permanence. The exact language may vary with different VA Regional Offices.
What To Know Before You Apply
It is important to note that these grants are distributed through the VA and do not directly affect the loan process.
The veterans disability rating does play a role during the time of closing on a home. In fact, about a third of VA borrowers are exempt from paying the VA Funding Fee due to service-related disabilities. In addition, the income received for service connected disability can be considered in income calculations, which may lower the veterans debt-to-income ratio.
Another perk of adapted housing grants is that they never expire. A service member that has endured a service-connected disability may apply for a grant whenever he or she wants. The grant may be used up to three times as long as it does not surpass the total initially awarded. Although that amount is generally the same for each recipient, the allocation of it varies. Some veterans may just need certain areas such as the bathroom or bedroom to be improved. Others may need to completely renovate their home to accommodate a wheelchair user. As long as the changes fall within the VA standards, they will be covered by a SAH or SHA grant.

Specially Adapted Housing Grants Available To Modify/build Homes
The VA Loan Guaranty Division does more than back home loans made by lenders. It also administers Specially Adapted Housing grants. Va Money To Age In Place
Veterans with service-connected disabilities may qualify for grants from the Department of Veterans Affairs to make home improvements that can help them age in place. Many of the grants go to Vietnam veterans adapting their homes as they age and lose mobility.
The VA awarded over $120 million in 2,200 adapted housing grants in 2019.
Its Specially Adapted Housing grant, worth up to $90,364, and Special Home Adaptation grant, worth up to $18,074, can pay for renovations to make your home more accessible if you lose mobility. Those figures will rise in 2021 to $100,896 and $20,215.
Interest in these grants has grown recently as veterans and their families have seen the impact of COVID-19 on nursing homes and more of them want to adapt their homes so they can age in place.
You may be able to use the VA money to widen doorways, install a ramp, handrails and grab bars, add a roll-in shower or make other changes to the bathroom, kitchen, bedroom and entryways allowing easier access.

Dependents Educational Assistance Benefits For 100% Disabled Veterans

Emergency Care Outside Of Va For 100% Disabled Veterans
Veterans in the Priority 1 Group described above that have a P& T disability rating are entitled to emergency care outside of the Veterans Health Administration for any disability. Such emergency care is at VAs expense. Veterans must simply show that VA was not reasonably available to provide the care that they needed at the time.
Va Burial And Plot Allowances
Surviving spouses and dependents may qualify for allowances to help pay for a veterans burial and funeral costs. You may be able to get Veterans burial allowances if youre paying for the burial and funeral costs and you wont be reimbursed by any other organization, like another government agency or the Veterans employer. Expedited Processing Of Social Security Disability Benefits
Disabled veterans with a 100% permanent and total VA disability rating may receive expedited processing of applications for Social Security Disability Benefits. The Social Security Administration automatically identifies most veterans that meet the VA 100% Permanent and Total disability compensation rating. Expanded Housing Grants For Disabled Veterans Now Available
The Department of Veterans Affairs is expanding the Specially Adapted Housing grant program to include less seriously disabled veterans as well as increasing the limits on how many veterans may participate in the program.
The VAs housing grant program is designed to help severely disabled veterans make their homes safe and liveable.
In a notice published in the Federal Register, the VA has announced the implementation of the change, which was effective Aug. 8, 2020.
Also, effective Oct. 1, 2020, some veterans participating in the grant program became eligible for twice the amount of grants as before.

Disability Compensation = Va Funding Fee Waiver
Vets who receive VA compensation for a service-connected disability, or are entitled to it but are getting retirement or active duty pay instead, are exempt from the VA funding fee. The fee can run from 0.5 to 3.3 percent. If youre receiving disability compensation each month, then let your loan officer know so you can get the appropriate exemption.
What To Remember About Veteran Grants
Grants are NOT loansthere should be no expectation of repayment for your grant, though in some cases you may experience grant application requirements that do demand repayment in cases where the grant conditions are not successfully met.
