    Chief Financial Officer And Corporate Services

    This branch is responsible for:

    • supporting VAC in meeting Government of Canada requirements in areas such as financial stewardship, corporate reporting and key accountabilities.

    The branch also provides internal corporate services in the areas of:

    • human resources
    • Labour Relations and
    • Political Activities.

    The Human Resources Division is managed by a director general , who reports to the Deputy Minister. The Division operates from Veterans Affairs Canada’s Head Office in Charlottetown. The DGHR also has functional authority over regional directors of HR and their teams.

    The St Louis Veterans Legal Project

    Administered by the Office of Veterans Affairs, provides legal representation at no cost to low income veterans within the St. Louis, Missouri area. Legal consultation and representation is provided at no cost for veterans who need help resolving legal matters which traditionally serve as barriers to lawful employment and adequate housing. The majority of these cases are traffic or nuisance offenses which are minor in nature comprised of ordinance violations for traffic offenses, public intoxication, begging and riding the Metro without fare. Other legal matters such as property issues, divorce, child support, military discharge- service upgrades, etc are provided on a consultation basis only. In addition, the Office of Veterans Affairs coordinates the legal services intake activities at the bi annual regional St. Louis Veterans Stand Down events.

    Consolidation Into Veterans Administration

    Congress established a new system of veterans benefits when the United States entered World War I in 1917. Included were programs for disability compensation, insurance for service persons and veterans, and vocational rehabilitation for the disabled. The Veterans Bureau was established in August 1921, absorbing the War Risk Bureau and the Rehabilitation Division of the Federal Board for Vocational Education. In 1922, it gained a large number of veterans’ hospital facilities from the public Health Service, most of which had been recently established on former U.S. Army bases.

    By the 1920s, the various benefits were administered by three different federal agencies: the Veterans Bureau, the Bureau of Pensions, and the National Home for Disabled Volunteer Soldiers. The establishment of the Veterans Administration came in 1930 when Congress authorized the president to “consolidate and coordinate Government activities affecting war veterans”. The three component agencies became bureaus within the Veterans Administration. Brigadier GeneralFrank T. Hines, who directed the Veterans Bureau for seven years, was named as the first Administrator of Veterans Affairs, a job he held until 1945.

    The Audit and Evaluation Division of Veterans Affairs Canada has the dual role of providing audit and evaluation functions for the Department. The audit function provides independent and objective assurance as well as advisory services which are designed to add value and improve operations within the Department. The evaluation function provides judgement of merit, worth or value based on systematic and neutral collection and analysis of evidence.     The Bureau of Pensions Advocates provides free advice, assistance and representation for individuals dissatisfied with decisions rendered by VAC with respect to their claims for entitlement to disability benefits, or any assessment awarded for their claimed conditions. As the head of the Bureau, the Chief Pensions Advocate reports to the Associate Deputy Minister of Veterans Affairs and is assisted by two regional managers.     The St. Louis City Department of Human Services, Office of Veterans Affairs serves in the role of an advocate, resource facilitator and information and referral source, for veterans and their family members, veterans re-entering the community and veterans who may be at risk often due to poverty, unemployment, homelessness, chemical dependency and mental illness. The primary goal of Veterans Affairs is to reunite veterans with their families and community.

    The Department of Human Services OVA pursues public and private grant resources for direct assistance to veterans and their families and the Department of Human Services administers and coordinates funding and services for veterans such as employment, case management, housing assistance, transportation assistance, legal assistance for veterans and other supportive services.

    Assistance is provided during scheduled office visits, in response to telephone inquiries, and through outreach activities.     The United States Department of Veterans Affairs is a Cabinet-level executive branch department of the federal government charged with providing life-long healthcare services to eligible military veterans at the 170 VA medical centers and outpatient clinics located throughout the country. Non-healthcare benefits include disability compensation, vocational rehabilitation, education assistance, home loans, and life insurance. The VA also provides burial and memorial benefits to eligible veterans and family members at 135 national cemeteries.

    While veterans’ benefits have been provided by the federal government since the American Revolutionary War, a veteran-specific federal agency was not established until 1930, as the Veterans Administration. In 1982, its mission was extended to a fourth mission to provide care to non-veterans and civilians in case of national emergencies. In 1989, the Veterans Administration became a cabinet-level Department of Veterans Affairs.
