Choosing Between The Fry Scholarship And Dea

Not all dependents qualify for the Fry Scholarship or the VA DEA program. Some dependent children may qualify for both. However, VA rules generally allow you to access only one program. Note: If your parent died in the line of duty before August 1, 2011, you may qualify for both the Fry Scholarship and the Survivors and Dependents Educational Assistance program. Although you may utilize both, you can still only use one program at a time, and the maximum combined benefts are still capped at 81 total months of full-time learning.

What Benefits Are Included In The Fry Scholarship

Should your child or spouse qualify for the Fry Scholarship, they may see the following benefits for up to 36 months:

• Coverage for the cost of tuition, up to $22,805.34 per year for training at out-of-state or private schools, and full in-state tuition costs for public schools
• Coverage for housing, books, and supplies costs

This program can be particularly effective if a child or spouse wishes to acquire an education at very little cost to themselves. The Fry Scholarship is close to a full-ride, making it an attractive option.

The Survivors And Dependents Educational Assistance Program

This VA program provides education and on-the-job training for eligible dependents of veterans who are permanently and totally disabled due to a service-related condition. The program is also open to eligible dependents of veterans who died while on active duty or as a result of a VA-rated condition caused by or associated with military service.

Most dependents can receive a maximum of 36 months of education benefits maximum. If you first accessed the benefits prior to August 1, 2018, then you may be eligible for up to 45 months of benefits. Also, thanks to ruling updates, some dependents may be eligible for as many as 81 months of education benefits by accessing two programs ..

DEA benefits may be available to the dependent children or spouses if the service member or veteran meets one of the following conditions:

• The veteran died while on active duty.
• The veteran died or was permanently/totally disabled as the result of a service-connected disability.
• The service member is missing in action or was captured in the line of duty by a hostile force.
• The service member was forcibly detained or interned in the line of duty by a foreign government or power.
• The service member is hospitalized for a service-connected permanent and total disability and is likely to be discharged for that disability.

Can You Use The Dea And Fry Scholarship At The Same Time

Generally, no.

This is because the VA intends both benefits to cover the same costs but to apply to different individuals. As you can see from the above breakdown, the Fry Scholarship is only available for spouses or descendants of Veterans who were killed in action or as a result of a service-connected disability.

On the other hand, the DEA program does not require the Veteran to be deceased for their spouse or child to take advantage of the benefits.

Furthermore, keep in mind that an applicant cant switch to the other program once they choose.

Eligibility Requirements & State Supported Institutions

Offered by The State of South Carolina

Description No funds are appropriated for this program by the State of South Carolina since the benefit is simply tuition waiver at any state supported university, college, or post-high school technical education institutions. All children who are twenty six years of age or younger and qualify may receive these benefits.

Value Free Tuition

The provisions of this section apply to a child of a veteran who meets the residency requirements of Chapter 112 of this title, is twenty-six years of age or younger, and is pursuing any type of undergraduate degree.

Basis of Award Proof of qualifications for the benefits. Our primary source of verification is with the Veterans Claims Folder and certified copy of the Veterans DD214, if the application is based on award of Purple Heart or Medal of Honor.

Definition of Veteran – For purposes of this application, the term Veteran means a person who served in the active military, naval, or air service, and who was discharged or released therefrom under conditions other than dishonorable.

Effective Date for Benefit – The effective date of this benefit is the date of receipt of the Free Tuition Application.

Residency – Please note that both the Student and the Veteran must have established residency in South Carolina for at least the twelve continuous months immediately prior to the date of receipt of the application and still be a current resident of South Carolina.

• The son or daughter of a member of the United States Armed Forces who died, or is 100 percent disabled as a direct result of military service
• A veteran who suffers, as a direct result of military service, a disability of 25 percent or greater and has exhausted or is no longer eligible for federal veterans educational benefits
• The son, daughter or surviving spouse of a victim of the September 11, 2001 terrorist attacks, who died as a result of the attacks on the World Trade Center in New York City, the attack on the Pentagon in Virginia, or the crash of United Airlines Flight 93 in Pennsylvania
• A POW/MIA of the Vietnam Conflict or his/her son or daughter
• Or a state or local public safety employee or volunteer who was 100 percent disabled in the line of duty.

Tips For Getting A Scholarship

Am I Eligible For Education Benefits

You may be eligible for VA education benefits if youre the child or spouse of a service member and one of these descriptions listed is true of the service member.

One of these must be true:

• The service member died in the line of duty after September 10, 2001, or
• The service member is missing in action or was captured in the line of duty by a hostile force, or
• The service member was detained by force while in the line of duty by a foreign government or power, or
• The service member is in the hospital or getting outpatient treatment for a service-connected permanent and total disability, and is likely to be discharged for that disability. A service-connected permanent and total disability is a disability resulting from your service that doesnt go away.

You may be eligible for VA education benefits if youre the child or spouse of a Veteran and one of these descriptions listed is true of the Veteran.

One of these must be true:

• The Veteran is permanently and totally disabled due to a service-connected disability, or
• The Veteran died while on active duty or as a result of a service-connected disability

If youre a dependent who doesnt meet the above criteria, you may still qualify for VA education benefits if the Veteran or service member transferred some or all of their Post-9/11 GI Bill entitlement to you while they were on active duty.

Applying For Va Education Benefits For Dependents

To apply for any of the education benefits programs you see here, you will need to provide certain documentation, including discharge paperwork or a statement of service from a verifying that the service member is an active member in good standing.

You will also be required to supply Social Security Numbers, copies of military orders, dependent IDs and school transcripts, where applicable. In some cases, the VA will require proof that you have been accepted into a learning program, apprenticeship, training or college. You may need to submit paperwork to the nearest VA regional office or fill out online forms that youll submit electronically.

Be prepared to supply bank information, including routing numbers, account numbers and address/phone information so that the VA can send your benefits payments once you are accepted into the program of your choice. Start the registration process early. The VA will take about a month to process your initial claim, and they may have additional verification questions. If you sign up for direct deposit, your payments will arrive sooner than issued checks.

What Benefits Are Included In The Dea

The DEA is intended to help pay for schooling and education costs, resulting in a wide range of benefits for those who qualify. Descendants or spouses of Veterans or servicemembers may receive monthly benefits to cover:

• The cost of college or graduate degree programs
• Certificate courses for career training
• Apprenticeship program costs
• Career or educational counseling fees
• On-the-job training costs

Those who receive the DEA benefit who began using the program before August 1, 2018, may receive benefits for up to 45 months. However, if you start using the program after August 1 of 2018, youll receive benefits for up to 36 months.

Just how much is covered by this benefit? According to the VA benefits website, institutional training may award benefits between $324.50 up to $1298 per month.

The Virginia Military Survivors and Dependents Education Program is offering free laptops to VMSDEP registered students. Made possible by a generous grant from the Altria Group, the VMSDEP and the Military Education and Workforce Initiatives Program were able to partner with the Veterans Services Foundation to offer laptops, at no cost, to VMSDEP currently enrolled and registered students. Complete and submit the MERIT Scholarships Web Supplement. Be sure to print the confirmation, sign and submit it with the required documentation, according to the instructions on the application.

Additional Education Benefits For Dependents

In addition to Federal VA programs, many states have education benefits for eligible dependents of veterans. Eligibility differs. Some programs are based on years of service, some on disability rating, and some are more general. It is definitely worth looking into your state-sponsored programs, as in some cases, tuition, fees and textbooks are completely covered at state schools. Additionally, many non-profits or Veteran Service Organizations have scholarships for military and veteran dependents. Military Officers Association of America , Navy-Marine Corps Relief Society and the Army Scholarship Foundation are just a few of the many groups offering additional support.

Survivors And Dependents Of A Service Member:

VA survivors and dependent children are offered specific educational benefits. Dependent children who have been covered by CHAMPVA or TRICARE may retain their coverage as enrolled college student. Visit the TRICARE website and review the college students section of the page to find out if you’re eligible for an extension. If you are covered by CHAMPVA benefits, you can learn more about eligibility for coverage with school enrollment by visiting their fact sheet. The registrar’s office at your school can assist you with enrollment verification processes for your school.

The Michigan Children of Veterans Tuition Grant provides undergraduate tuition assistance to the child of a veteran who died while on active federal duty or who has been awarded a total and permanent disability rating from VA. As The Child Of A Service Member

• You can be married or unmarried.
• If you turned 18 or graduated from high school before January 1, 2013, you can get a Fry Scholarship until youre 33 years old.
• If you turn 18 or graduate from high school after January 1, 2013, you can get a Fry Scholarship at any age over 18 or after you graduate .
• If your parent was a member of the Selected Reserve and died from a service-connected disability while not on active duty, you can get a Fry Scholarship at any time, no matter how old you are.
• If your parent died in the line of duty before August 1, 2011, you may qualify for both the Fry Scholarship and the Survivors and Dependents Educational Assistance program. But you can use only one program at a time. We cap combined benefits at 81 months of full-time training.

Post-9/11 GI Bill®

The Post-9/11 GI Bill® is an educational benefit for individuals with active duty service after September 10, 2001. Post 9/11-GI Bill® benefits can be transferred to dependents while the service member is still on active duty.

Montgomery GI Bill® – Active Duty

Enlistment after July 1, 1985 is required. The service person must have participated in the pay reduction program. The monthly payment rate will vary with the length and type of service. Monthly self-certification is required to insure benefit payments.

Montgomery GI Bill® – Guard/Reserve

Enlistment or extension for six years of reserve duty after July 1, 1985 is required, and does not require a contribution by the service member. You may be entitled to receive up to 36 months of educational benefits, which end 10 years from the date you become eligible for the program.
