Payments to Department of Veterans Affairs beneficiaries who dont normally file taxes and who didnt use the IRS online Non-Filers tool last year started going out April 9, with a payable date of April 14. The batch of 2 million stimulus payments, worth more than $3.4 million, also went to eligible people who had not filed a tax return until this year and didnt use the IRS Non-Filers Tool last year. Some of these payments were what the IRS calls plus-up payments to those who got stimulus payments based on their 2019 returns and then filed 2020 returns.

The third round of stimulus checks, authorized by the American Rescue Plan Act, provides a maximum of $1,400 to eligible individuals, $2,800 to couples and $1,400 to dependents. Unlike the previous two rounds, theres no age limit on stimulus checks for dependents, so its possible to get a check for a dependent college-age student or an aged parent. Because dependents are claimed on tax returns, the IRS can use that information to send out stimulus payments for dependents to tax filers.

People who do not file tax returns currently, however, have no mechanism for reporting their dependents to the IRS in order to get a third-round dependent payment. Thus, the IRS recommends that all nonfilers with dependents, including many federal beneficiaries, file a 2020 tax return in order to get their stimulus payments for dependents. The deadline for filing a 2020 tax return has been extended to May 17.

If the Get My Payment tool says your payment was direct-deposited, but the money doesn’t show in your bank account after five days, first check with your bank. If the bank says it hasn’t received a payment, you can request a payment trace.

Millions Remain Waiting For Money

But nearly 30 million Social Security and Supplemental Security Income beneficiaries are waiting to get money through their Economic Impact Payments, according to a letter sent by leaders on the House Ways and Means Committee on Wednesday.

Because SSA has inexplicably not sent the necessary payment files to the Internal Revenue Service, tens of millions of beneficiaries have yet to receive their desperately needed EIPs, according to Chairman Richard Neal, a Massachusetts Democrat, and oversight subcommittee chairman Bill Pascrell Jr., a New Jersey Democrat, and others.

Wednesdays letter followed another scathing commentary Monday when Democrats on the House Ways and Means Committee criticized both the commissioners of the IRS and the Social Security Administration about the handling of the latest stimulus rollout.

Some of our most vulnerable seniors and persons with disabilities, including veterans who served our country with honor, are unable to pay for basic necessities while they wait for their overdue payments, according to the letter signed by Neal, Pascrell Jr. and others.

The letter to IRS Commissioner Charles Rettig and Social Security Commissioner Andrew Saul expressed alarm that most Social Security, Supplemental Security Income, Railroad Retirement Board and Veterans Affairs beneficiaries who are not required to file a tax return had not yet received their payments.

What The Irs Says

In a statement on Monday, the IRS advised it is “working directly with the Social Security Administration, the Railroad Retirement Board, and the Veterans Administration to obtain updated 2021 information for recipients to ensure it is sending automatic payments to as many people as possible.

“More information about when these payments will be made will be provided on IRS.gov as soon as it becomes available,” the statement said.

Those who didn’t file a tax return but received Social Security retirement, survivor or disability benefits , Railroad Retirement benefits, Supplemental Security Income or Veterans Affairs benefits will “automatically” be paid their stimulus funds.

However, some recipients of federal benefits may need to file a 2020 tax return even if they don’t usually file taxes.

“If your third payment does not include a payment for your qualified dependent who did not receive a third payment, you must file a 2020 tax return to be considered for an additional third payment even if you don’t normally file,” the IRS explained on March 4.

The federal body said Monday: “People in this group should file a 2020 tax return to be considered for an additional payment for their dependent as quickly as possible.”

What The Social Security Administration Says

Has anyone received their stimulus check yet?

The SSA has not provided an update on third stimulus payments.

On March 12, the SSA website advised: “We will add helpful Q& As to this page soon, like we did for each of the first two rounds of EIPs .

“If you still subscribe to receive updates from us when we update our EIP1 and EIP2 pages, we will automatically add you to a subscription list for this new EIP page,” the SSA said.

Other Work Continues On Economic Impact Payments Watch Mail For Checks Eip Cards

In addition to work for federal benefit recipients, the IRS also continues to prepare and deliver additional Economic Impact Payments for other eligible individuals as well as deliver tax refunds.

For those receiving payments in the mail, the IRS urges these taxpayers to continue to watch their mail for these payments, which could include a paper Treasury check or a special prepaid debit card called an EIP Card.

Taxpayers should note that the form of payment for the third Economic Impact Payment, including for some Social Security and other federal beneficiaries, may be different than earlier stimulus payments. More people are receiving direct deposits, while those receiving payments in the mail may receive either a paper check or an EIP Card which may be different than how they received their previous Economic Impact Payments.

Who Qualifies For Third Stimulus Check

Americans who made up to $75,000 in 2020 will get the maximum $1,400 check. Couples who file taxes jointly and made up to $150,000 will get $2,800. Theres a $1,400 kicker for each dependent in the household.

This batch includes payments for people who did not have information on file with the IRS, but have recently filed a tax return and now qualify.

If Someone Else Oversees My Federal Benefits Account How Will I Get My Stimulus Check

If someone, also known as a representative payee, helps manage your Social Security benefits on your behalf, that person — a relative, friend or someone appointed on behalf of an organization — should discuss your benefits with you, the beneficiary. That’s according to guidance from the Social Security Administration. So if you’d like to use your money, the person managing your account should provide you with the stimulus payment.

“Your Individual Representative Payee should have received your EIP to the same direct deposit account or Direct Express card as your monthly Social Security or SSI payment,” the SSA says on its site. “For an Organizational Representative Payee, the payee likely received the EIP electronically or by paper check in the mail.”

The SSA says representative payees aren’t required to account for the stimulus payment when they complete their annual accounting form, as it’s not considered a Social Security benefit.
