Lawmakers want Veteran Affairs leaders to provide department police officers with more suicide prevention training, body cameras for enhanced visitor safety, and easier communication with other VA staff.

But first, they need to figure out who is in charge of the law enforcement force.

I know the department recognizes that we must continue reforming and modernizing VA police. However, it still has a confusing leadership structure, causing many to wonder whos in charge, said Rep. Chris Pappas, D-N.H., chairman of the House Veterans Affairs Committees panel on oversight, during a hearing on VA police Tuesday.

Today, the VA Police Service employs about 4,000 officers and support personnel, charged with securing more than 170 department medical sites. The average tenure of an officer is about 12 years, according to department records.

Three years ago, the departments inspector general office released a review of the departments police force which found VA did not have adequate and coordinated governance over its police program.

A similar review conducted in 2020 found that despite promised reforms, the force was still best by the splintering of governance responsibilities, confusion about roles, and lack of clear guidance, which undermine VAs well-intentioned goals and objectives.

And ultimately, the person responsible for the VA police is the secretary of the department, he said.

Va Police Officer Training

A character investigation may be conducted on applicants accepted for VA police officer positions. New VA police officers must successfully complete the VA police academy course at the VA Law Enforcement Training Center, or LETC, in Little Rock, Arkansas. Generally, those selected for VA police officer positions attend the VA’s law enforcement training course within 90 days of their entry on duty. Also, VA police officers are trained as armed police and must qualify on their service weapon at the LETC firing range.

Protecting Those Who Served

Today, nearly 4,200 Veterans Affairs police officers are stationed at 139 VA medical centers across the country. These cops are tasked with keeping order on VA grounds and overseeing a patient population that includes many highly trained ex-military members with psychological trauma. The forces motto is Protecting Those Who Served. Yet for Hathaway and scores of other veterans, that maxim hasnt matched the reality on the ground.

After reviewing internal police reports, legal documents, and local news reports spanning the past 10 years, The Intercept has identified dozens of credible allegations that VA cops in every corner of the United States have neglected standard police procedures, violated patients constitutional rights, or broken the law. In the course of their duties, they have beaten veterans, bungled sensitive investigations, falsified arrest reports, conducted improper searches, and ignored basic procedures, like reading citizens their Miranda rights.

In other words, even if its unclear how prevalent misconduct is among VA police, it does seem apparent that the departments lack of oversight structures stacks the deck against accountability and in favor of impunity.

VA police in every corner of the U.S. have neglected standard procedures, violated patients constitutional rights, or broken the law.

Va Police Officer Qualifications

The VA requires police officer applicants to have either law enforcement-related experience or education. For example, work on a police force or as a military police officer or work in providing visitor protection services is qualifying experience for Veterans Affairs police jobs.

You can substitute a bachelor’s degree in criminal justice for actual police officer experience when applying for a VA police officer job, according to Police1. A combination of law enforcement education and experience is also sufficient to become a VA police officer.

The retaliation alleged in D.C. is not uncommon. Last summer, the GAO found that VA whistleblowers are 10 times more likely to be disciplined than their peers. Two months before the report, the Daily Caller published a story highlighting the plight of four VA police whistleblowers. These cops and others who spoke with The Intercept say their actions spurred specious counterinvestigations, relegation to desk duty, unfair annual evaluations, and other retaliatory actions that jeopardized their jobs or made promotions impossible. Three cops from different departments told The Intercept that administrators illegally accessed their medical files in attempts to uncover dirt and write blackmail.

At the VA hospital in Saginaw, Michigan, Air Force veteran and VA Officer Mary Baker told The Intercept that she brought forth allegations that cops on the force were routinely making blatantly racist remarks and having casual conversations about rape. While her allegations were largely affirmed following an internal investigation which found that Police Service Leadership supported a culture of allowing inappropriate behavior Baker said the findings were disregarded, and the offending officers even continued to receive promotions. As one of two women on the force, Baker said her qualifications are consistently questioned, and she continues to face sexist behavior.

How Are Va Police Officers Trained

Once selected for employment as a Department of Veteran Affairs police officer, recruits go through an eight-week training course at the VA Law Enforcement Training Center at Fort Logan H. Roots in Little Rock, Arkansas.

Recruits are also certified in CPR, and the use of weapons and deterrents, including Pepper spray, the expandable police baton and sidearm.

Consolidation Into Veterans Administration

Congress established a new system of veterans benefits when the United States entered in 1917. Included were programs for disability compensation, insurance for service persons and veterans, and vocational rehabilitation for the disabled. The Veterans Bureau was established in August 1921, absorbing the and the Rehabilitation Division of the . In 1922, it gained a large number of veterans’ hospital facilities from the , most of which had been recently established on former U.S. Army bases.

By the 1920s, the various benefits were administered by three different federal agencies: the Veterans Bureau, the Bureau of Pensions, and the National Home for Disabled Volunteer Soldiers. COMPETITIVE AND EXCEPTED SERVICE – there are two classes of jobs in the Federal Government:

  • those that in the competitive civil service, and
  • those that are in the excepted service
  • – in filling competitive service jobs, agencies can generally choose from among 3 groups of candidates:

  • A competitive list of eligibles administered by OPM or by an agency under OPM’s direction. This list consists of applicants who have applied and met the qualification requirements for a specific vacancy announcement. It is the most common method of entry for new employees.

    The Federal News Network indicates that the VA police force is comprised of an estimated 5,000 police officers and support staff. VA hospital police officers jobs are listed through the USAJobs website for the individual VA facilities needing them. According to the USAJobs website listing VA police officer positions, basic written and spoken English proficiency is mandatory.

    VA hospitals are located on campuses, and VA police officers provide a full range of campus security, including protection of patients and visitors. All VA police officers are sworn law enforcement personnel and have powers of arrest within their jurisdictions.

    DEPT OF VETERAN AFFAIRS POLICE (VAP) – 0083 – A LAW ENFORCEMENT POSITION

    VA Police Improvement and Accountability Act

    This bill requires the Department of Veterans Affairs to establish policies and procedures related to the accountability and staffing of its police force.

    Specifically, the bill requires the VA to publish specified summaries, statistics, and contact information related to the activities of VA police officers from the previous five-year period. The VA must ensure that each of its police forces is able to provide VA employees and members of the public who contact the force with contact information to directly contact the police force regarding the arrest, ticketing, detainment, use of force, or other police matters pertaining to the individual.

    The bill requires VA police officers to wear body cameras that record and store audio and video. Additionally, the VA’s guidance on the use of body cameras must be made publicly available.

    Under the bill, the VA is required to track and analyze the following information regarding its police force:

    • arrests made and tickets issued
    • prosecutions, ticketing, and other actions relating to such arrests
    • the use of force and weapon discharges and
    • complaints, investigations, and disciplinary actions.

    The VA must develop a plan that establishes minimum standards for police staffing at its facilities.
