Shannon Kelley was appointed as Assistant Director of the Cleveland Regional Office in July 2019. Prior to his current assignment in Cleveland, Shannon was the Director in the Huntington Regional Office from May 2014 through June 2019. He has also served as the Assistant Director in the Pittsburgh Regional Office from September 2010 through May 2014. He was the Service Center Manager in Pittsburgh from March 2009 to September 2010. He held the AVSCM position at the Houston Regional Office from November 2007 through March 2009. He has worked in varying capacities in VA Central Office, the Buffalo Regional Office, and the Salt Lake City Regional Office. Mr. Kelley began his VA career in 2001 with the Cleveland VA Regional Office and has completed multiple leadership programs within the VA including Leadership VA, the Assistant Directors Development Program, and the Western Area Leadership Development Program. Shannon was born and raised in Columbus, Ohio and currently resides in Strongsville with his wife, Laura, and son Jack. He earned an undergraduate degree from Ohio University in Athens, Ohio with a Bachelor of Science in communications and obtained a law degree from Cleveland Marshall College of Law.

Ted Ebert began his career with the VA in 2001 as a Veterans Service Representative at the Cleveland RO. He held subsequent positions as a Rating Veterans Service Representative, Assistant Coach, Coach, and Assistant Veterans Service Center Manager. Starting in May 2017, Ted serves as the Veterans Service Center Manager.

Ted is a U.S. Army Veteran who served on active duty from 1992 to 2001. He was stationed in Hawaii, Fort Drum, New York, and Indianapolis.

Ted and his wife, Vanessa, have two daughters, Jolynn and Maren.

    Operating VAs Home Loan Guaranty Program for Veterans in 13 States

    The Cleveland RO is one of eight VA Regional Loan Centers administering VAs Home Loan Guaranty program, which helps Veterans obtain mortgage loans from private lenders by guaranteeing a portion of the loan against loss. This program can also prevent Veterans from losing their homes during temporary financial difficulties. We serve Veterans in these 13 states: Connecticut, Delaware, Indiana, Maine, Massachusetts, Michigan, New Hampshire, New Jersey, New York, Ohio, Pennsylvania, Rhode Island, and Vermont. We also assist with delinquent VA loans on a nationwide basis.

    Veteran’s Administration Medical Center

    The VETERAN’S ADMINISTRATION MEDICAL CENTER – LOUIS STOKES VA MEDICAL CENTER â in Cleveland comprises 2 facilities: the Cleveland Veteran’s Administration Hospital , which was, in the 1980s, a 780-bed general medical and surgical hospital, and the Brecksville Veteran’s Administration Hospital, a 999-bed psychiatric hospital. The two hospitals merged in 1971. The Cleveland VA Hospital developed from the CRILE HOSPITAL, opened in PARMA HTS. in 1943 as a temporary army hospital. It was taken over by the VA in June 1946 and converted into a 1,000-bed general medical and surgical hospital to serve all veterans. It became known as the Crile Veteran’s Administration Hospital , named after Dr. GEORGE CRILE. In the year of its establishment, the hospital affiliated with UNIV. HOSPITALS later it affiliated with the medical school of Western Reserve Univ. . Specialized services included an ophthalmology department, a ward and rehabilitative program for paraplegics, and reconstructive hand surgery. Many of the hospital’s early patients were long-term.

    In 1995 the Wade Park facility was installing a linear accelerator and an MRI scanner for diagnostic imaging, and planning a 3-year expansion and renovation that would add an ambulatory care unit, a parking garage, and double the size of the spinal cord unit. In addition to the Brecksville and Wade Park facilities, which together had 947 beds, it operated a 195-bed nursing home and a 160-bed domiciliary for homeless veterans.

    Boasting many fine hospitals and a reputation as a medical innovator, Greater Cleveland can also take pride in the medical facilities that have been provided for its wounded sons and daughters returning home from military service throughout the years. In 1811 the first medical facility for veterans was authorized by the federal government, but for the most part, the direct care and medical needs of veterans were met by the individual states and communities.

    In 1837, the U.S. Congress authorized the creation of a network of 26 government-owned hospitals to provide medical care primarily for seamen. The U.S. Marine Hospital, which opened in 1852 on Erie and Murrison streets in Cleveland, was part of this network. It moved to a new location at E. 124th and Fairhill Rd. in 1929 when the building and site were sold to the Pennsylvania Railroad. After 1953 the U.S. Marine Hospital closed down and was eventually given to the State of Ohio. 1959 it was re-opened as a state psychiatric facility, the Fairhill Psychiatric Hospital.
