FARGO, N.D. The North Dakota American Legion Department Commander, Dave Rice, will present the Fargo VA Health Care System with a $16,000 donation, Oct. 6 at 9 a.m., at the Fargo VA Medical Center. The donation, to be used in the development of the Fargo VA HCSs Healing Gardens, is one of the largest monetary donations the Fargo VA HCS has ever received from a service organization. The donation became a project of Rices upon his being named Department Commander. I was trying to decide where to designate my project funds while preparing my bid for Department Commander, Rice said.

Fargo, ND – Veterans at the Fargo VA Health Care System have lost nine tons in the 10 years since the clinic began using the national MOVE! program.

This afternoon, coordinators manned an information booth marking the anniversary.

MOVE! provides free services emphasizing healthy nutrition, exercise and behavior changes.

New this year, the VA is rolling out a mobile app. It helps participants set, track and achieve weight loss goals.

    The Department of Veterans Affairs Act of 1988 ” rel=”nofollow”> Pub.L. 100527) changed the former Veterans Administration, an independent government agency established in 1930 into a Cabinet-level Department of Veterans Affairs. It was signed into law by President Ronald Reagan on 25 October 1988, however came into effect under the term of his successor, George H. W. Bush, on 15 March 1989.

    The reform period 19952000 saw the Veterans Health Administration dramatically improve care access, quality, and efficiency. This was through leveraging its national integrated electronic health information system , and in so doing implemented universal primary care, increased patients treated by 24%, had a 48% increase in ambulatory care visits, and decreased staffing by 12%. By 2000, the VHA had 10,000 fewer employees than in 1995 and a 104% increase in patients treated since 1995, and had managed to maintain the same cost per patient-day, while all other facilities’ costs had risen over 30% to 40% during the same period.

    WASHINGTON President Obama will visit the Arizona veterans’ hospital that prompted an overhaul of veterans’ health care and led to the resignation of the VA secretary.

    The White House says Obama will travel to Phoenix on Friday to discuss veterans’ issues. He will be joined by VA Secretary Robert McDonald, who filled the post following the ouster of Eric Shinseki.

    The VA came under scrutiny last year following reports that dozens of veterans died awaiting treatment at the Phoenix Veterans Affairs Medical Center and that records were manipulated to hide delays.

    Congress established a new system of veterans benefits when the United States entered World War I in 1917. Included were programs for disability compensation, insurance for service persons and veterans, and vocational rehabilitation for the disabled. The Veterans Bureau was established in August 1921, absorbing the War Risk Bureau and the Rehabilitation Division of the Federal Board for Vocational Education. In 1922, it gained a large number of veterans’ hospital facilities from the public Health Service, most of which had been recently established on former U.S. Army bases.

    By the 1920s, the various benefits were administered by three different federal agencies: the Veterans Bureau, the Bureau of Pensions, and the National Home for Disabled Volunteer Soldiers. The establishment of the Veterans Administration came in 1930 when Congress authorized the president to “consolidate and coordinate Government activities affecting war veterans”. The three component agencies became bureaus within the Veterans Administration. Brigadier GeneralFrank T. Hines, who directed the Veterans Bureau for seven years, was named as the first Administrator of Veterans Affairs, a job he held until 1945.

    History Of The Us Department Of Veterans Affairs

    The beginning of the U.S. Department of Veterans Affairs dates back to 1636 when the Pilgrims of Plymouth Colony voted that the colony would support soldiers disabled by its war with the Native American tribe called the Pequot. During the Revolutionary War, the Continental Congress of 1776 enacted pensions for disabled soldiers. In the 19th century, support was extended to the widows and dependents of veterans.

    Veterans’ benefits expanded during World War I, with the first consolidation of World War I veterans’ programs occurring in 1921 when Congress created the Veterans Bureau. In 1930, President Herbert Hoover elevated the Bureau to a federal administration. In 1988, President Ronald Reagan further promoted the VA to Cabinet level. The change took effect in 1989, and the VA adopted the new title of the U.S. Department of Veterans Affairs.

    The current head of the VA is Denis Richard McDonough. He was nominated by the Biden administration and sworn in as the secretary of Veterans Affairs in February 2021.

    Addressing The Ballooning Va Budget

    The VA budget has grown rapidly and significantly5 since 9/11. In FY 2001, its budget was $40 billion by 2009, President Barack Obamas first year in office and before the full impact of the wars in Iraq and Afghanistan was felt, it had risen to $94 billion. The FY 2021 budget that Congress passed in December 2020 allocated a whopping $243 billion to the VAan increase of more than $200 billion, or 500 percent, since 9/11. From FY 2020 to FY 2021 alone, the VA budget increased by 14 percent, an increase higher than that of any other federal agency. As a result, the VA now has the second-largest discretionary budget in the federal government, trailing only the Pentagon. Its budget is greater than the combined budgets of the Department of State, the U.S. Agency for International Development, the Department of Justice, and the entire intelligence community.6

    This rapid increase is a result of several factors, including the large cohort of aging Vietnam War veterans and the increase in veterans from all generations using the VA for health care, especially the 4.1 million post-9/11 veterans.10 It is also due to the increasing cost of health care in the United States, the introduction of federal programs such as the Post-9/11 GI Bill, and the COVID-19 pandemic.

    Helping Veterans Transition Into Civilian Society

    The VA must work more effectively with the Department of Defense to improve the policies and systems that can help military people transition into civilian society. The VA and DOD should work to increase veterans understanding and access to the VAs health care, educational, and housing benefits that are available to them. The departments should also increase awareness of other resources that are available to veterans upon leaving the service to help them reenter civilian life. They can do this through public information campaigns, including making phone calls to newly separated veterans. They should also continue to increase resources that are available for veterans. As Sen. John Tester , the new chair of the U.S. Senate Committee on Veterans Affairs put it in an interview with Military Times, We do a great job making civilians into warriors. But we dont do as good a job making warriors into civilians.36

    Moreover, the VA should quickly crack down on for-profit colleges, many of which exploit the 90/10 loophole37 that allows them to count veterans benefits toward the 10 percent of funding that they must receive from the private sector in order to qualify for federal loans and grants such as the GI Bill. In addition, the VA should cut off GI Bill funding for schools facing legal or punitive actions from the government for using erroneous, deceptive, or misleading ads.

    Va Will Now Provide Abortions In Cases Of Rape Incest Or Medical Danger

    The VA medical system will begin providing access to abortions when the life or health of a beneficiary is endangered by pregnancy or the pregnancy is the result of rape or incest, the Department of Veterans Affairs said Friday.

    The VA previously did not provide abortion services, but it said in a news release that it considers access to medically necessary abortions “essential for preserving the life and health of veterans and VA beneficiaries.” In light of recent state-level abortion bans around the country after Roe v. Wade was overturned in June, it said it will preserve access by amending its regulations and providing abortions for beneficiaries “on a case-by-case basis.”

    The VA will also begin providing abortion counseling. Both changes also apply to eligible dependents enrolled in the agency’s CHAMPVA program.

    This is a patient safety decision, said Denis McDonough, secretary of veterans affairs. Pregnant Veterans and VA beneficiaries deserve to have access to world-class reproductive care when they need it most. Thats what our nation owes them, and thats what we at VA will deliver.

    The regulatory change will be effective as soon as the Federal Register publishes the change, which the VA submitted as an interim rule Thursday night. Once it is, the VA will “immediately prepare to provide these services in as many locations as possible,” the agency said in a news release.
