Can I Get A Specially Adapted Housing Grant

You may be able to get an SAH grant if youre using the grant money to buy, build, or change your permanent home and you meet both of these requirements.

Both of these must be true:

• You own or will own the home, and
• You have a qualifying service-connected disability

Qualifying service-connected disabilities include:

• The loss or loss of use of more than one limb
• The loss or loss of use of a lower leg along with the residuals of an organic disease or injury
• Blindness in both eyes
• Certain severe burns
• The loss, or loss of use, of one lower extremity after September 11, 2001, which makes it so you cant balance or walk without the help of braces, crutches, canes, or a wheelchair

Note: Only 120 Veterans and service members each fiscal year can qualify for a grant based on the loss of one extremity after September 11, 2001, as set by Congress. A fiscal year runs from October 1 through September 30. If you qualify for, but dont receive, a grant in the current fiscal year because the cap has already been reached, you may be able to use this benefit in future years.

For Select Affiliates Participating In The Repair Corps Program:

• Projects can include existing Habitat homes, provided a qualified veteran resides in the home.
• Board-approved family selection criteria apply .
• The home must be owned, not rented.
• A veteran must reside in the home, though the veteran need not own the home, but it must be his/her primary residence.

To date, Repair Corps has served veterans from all service branches. Participating veterans served as far back as World War II. But, there is still much to be done! Join us in helping veterans and their families build strength, stability and independence through shelter.

• A person or family participating in certain other benefit programs, such as the Supplemental Nutrition Assistance Program , Supplemental Security Income , Temporary Assistance for Needy Families , or certain needs-tested veterans benefits may be automatically eligible.

What Are The Eligibility Requirements For The Program

• THDF supports new construction or rehabilitation of multifamily, permanent supportive housing for veterans
• Only physical construction of housing for veterans is covered. THDF does not provide funding for furnishings, rental subsidies, tenant services, etc.
• THDFs grant funding must be comprised of less than 50% of the total development cost of the project/program
• The target population of honorably discharged veterans must be at or below 80% AMI
• 75% of the development/programs funding sources must be identified at the time of proposal submission
• Project must commence within 12 months of proposal submission
• At least 20% of the housing units must be reserved for veterans
• Proposals must provide evidence of a third-party binding agreement that ensures the units are occupied by veterans for a minimum of 15 years. I.e. project-based HUDVASH, other funder requirement, deed restriction, zoning requirement, etc.
• Supportive services must be provided

Repair Corps Program: Helping Veterans

Lisa learned about Repair Corps through her uncle Roland Losey, a Purple Heart Vietnam veteran who himself learned about the program through the Department of Veterans Affairs. When she helped her father apply, they were simply hoping for repairs on the furnace, which was the original unit installed when the house was built in the 1960s.

They were stunned by Habitats response. Through the Repair Corps program, the family would receive not only the new furnace they needed, but also an exterior ramp, replacement windows, insulation in the basement and new plumbing and electrical work in parts of the home.

Because of the partnership between Habitat for Humanity of Kent County and The Home Depot Foundation, Repair Corps teams and volunteers were able to make the home safer and more comfortable for Lisas parents.

Its a new house now, says Lisa.

With the new ramp in place, coming and going becomes a lot simpler for Leon, who at 92 doesnt get around as well as he did when he worked on B-24 bombers in the Army Air Corps. Also, with the new windows and insulation, staying warm in the winter will cost less.

All of this means Leon can focus on what he really loves: keeping up with all his veteran friends. He really loves his planes, says Lisa, and he loves keeping in contact with veterans of all eras who share that connection.

What Help Is Available For My Home Energy Bill

The Low Income Home Energy Assistance Program may be able to help with:

• Assistance to pay your heating or cooling bills
• Emergency services in cases of energy crisis, such as utility shutoffs

Veterans Housing Rehabilitation And Modification Pilot Program Summary

The Veterans Housing Rehabilitation and Modification Pilot Program awards competitive grants to nonprofit organizations that provide nationwide or statewide programs that primarily serve veterans or low-income individuals. The grants may be used to modify or rehabilitate eligible veterans’ primary residences or to provide grantees’ affiliates with technical, administrative, and training support in connection with those services. A number of America’s veterans who are low-income and living with disabilities are in need of adaptive housing to help them regain or maintain their independence, because they are unable to fund significant home repairs or are burdened by utility costs.

HUD in partnership with the U.S. Department of Veterans Affairs is using the VHRMP to test a new approach to addressing these challenges in accordance with section 1079 of the Carl Levin and Howard P. “Buck” McKeon National Defense Authorization Act for Fiscal Year 2015 .

The program was funded up to $13.7 million under the Consolidated Appropriations Acts of 2016 , 2017 , and 2018 . The maximum grant amount is $1 million with $700,000 as the minimum amount. The program requires a 50 percent match through funds or in-kind contributions and dictates specific output and outcome measures.

Helping Us Veterans With Critical Home Repairs

Lisa Groendal-Fitchena remembers growing up in the house on the corner. Her mother, Loretta, and father, Leon, a World War II veteran, still live in that house in the city of Wyoming, Michigan.

Lisa and her siblings have struggled for years to help keep them there, in the place theyve called home for half a century. The house was deteriorating as Leon had trouble keeping up with repairs, and conditions were becoming difficult for the aging couple.

Its been a challenge, says Lisa. Weve done as much as we can, with as many resources as we can find, to keep them in this house.

While the primary focus of the program is on critical home repairs for veterans, the foundation has expressed readiness to fund standard repairs on the homes of qualified veterans provided homes with critical needs take precedence.

Manitowoc County Habitat for Humanity is offering a new Home Repair for Veterans Program to benefit veterans and active military personnel in Manitowoc County. Similar to our Home Repair Program, we focus on high-impact, volunteer-friendly external construction projects that improve neighborhoods and allow low-income homeowners to stay in their homes with improved comfort and safety.

Existing veteran homeowners who qualify can get help with light external construction , external weatherization , external painting and limited landscaping .

Projects are selected based on need and should meet a one or two day time commitment for completion. Our Home Repair for Veterans Program is not free. A Habitat loan will be provided at 0% interest for the cost of repair materials and any paid labor. Homeowners will be expected to spend sweat equity hours helping with their repairs if they are physically able.

Find programs to help older veterans with a wide range of housing needs. This includes in-home care, assisted living, and retirement homes for veterans.

• Get help finding housing and care in a variety of residential settings. This includes nursing homes, assisted living, and medical foster homes.

Another option for some military retirees and other veterans is the Armed Forces Retirement Home . The AFRH has two locations: Washington, DC, and Gulfport, MS. Both offer recreation and wellness services including assisted living and skilled care.
