If you must be seen at a medical facility outside of the VA for a service-connected disability, the VA may be able to pay for the care you receive. For the VA to pay for care outside of the VA on an emergency basis there is a certain criterion that must be met:

  • Care or services must be provided in a medical emergency and,
  • VA or another federal facility were not feasibly available, and
  • You must notify the VA within 72 hours of the admission for emergency services.
  • In order to have the VA pay for the emergency service, you must file a claim for reimbursement as soon as possible because there are time limits that may apply.

    Vision Care And Hearing Aids For Veterans

    The VA may be able to cover the cost for your eyeglasses, your routine eye examinations and preventative care. For the VA to cover the cost of your eyeglasses, you must have a compensable service-connected disability, or are a former prisoner of war, or were awarded a purple heart, or receive benefits under Title 38 United States Code 1151, or receive an increased pension based on your permanent housebound status and are in needs of regular aid and attendance.

    The VA can pay for basic optometry services if you already have established health care benefits with the VA. You can also receive visual rehabilitation or advanced eye care services low vision and blindness.

    In order to receive hearing aids other assisted hearing devices, you must first qualify for VA health benefits.     Its important to first determine whether your combined rating is already considered to be permanent and total. Its not always easy to tell. The VA rarely expressly says, Your conditions are considered permanent and total, but there are ways to tell.

    The rating decision on which the award is granted may list Dependent Educational Assistance or Eligibility to dependents Chapter 35 DEA or language to the effect that no future exams are scheduled. If the Veteran has been awarded DEA, they have been awarded permanent and total. No future exams scheduled also indicates a P& T rating.

    If a Veteran is awarded a 100 percent combined rating and they believe theyre qualified for a permanent and total rating, the Veteran can ask the VA to award the permanent and total distinction. To do this, they can simply write the VA a letter requesting the benefit. It also helps to attach medical records indicating that there will be no improvement in the Veterans conditions.

    Asking The Va To Make Your Rating Permanent

    If you don’t see any pertinent language in the decision letter and you’re really not sure if the VA considers your disability permanent, do not call them and tell them you want to know if it is permanent. For example, you might ask them if it’s permanent because you need help paying for your child to go to college. But decisions to make a rating permanent are not made based on your financial need.

    Instead, write a letter to your VA Regional Office and request a permanent rating. Provide medical evidence to the VA showing that your medical condition cannot be expected to improve in the future.

    Specially Adapted Housing Program

    The VA offers housing grants for veterans with service-connected disabilities so that they can buy or change a home to meet their needs and their disabilities. Because this is a grant program, you do not have to pay back the grant you are awarded. If you need a ramp for easy wheelchair accessibility or to simply make it easier for you to get in, out and around your home, you can apply for the Specially Adapted Housing Grant. With this grant, you can use the money to buy, build, or change your permanent home. You need to meet the following criteria:

    • Own or will own the home, and
    • Have a qualifying service-connected disability

    A qualifying service-connected disability can include the loss of use of more than one limb, the loss of use of a lower leg along with the residuals of an organic disease or injury, blindness in both eyes, certain severe burns, the loss or loss of use of one lower extremity after September 11, 2001, which makes it so you cannot balance or walk without the help pf braces, crutches, canes, or a wheelchair.

    You may also be able to get a Special Home Adaptation Grant with the same criteria as above and have qualifying service-connected disabilities such as the loss or loss of uses of both hands, certain severe burns, or certain respiratory or breathing injuries.

    Va Disability Ratings For Multiple Conditions

    You can have more than one type of service-connected medical issue, and the VA will assign each an individual disability rating. The VA then calculates a combined rating by taking all the individual conditions into account.

    Heres an example of a combined rating:

    • Hearing damage/hearing loss: 10%
    • Knee injuries affecting the range of motion: 50%
    • Loss of foot: 40%

    If you simply add the disability percentages in the list above, the total would be 100%. But thats not how the VA calculates a combined disability rating.

    Instead, the VA uses a combined ratings table, found on the VA website. This ensures that you can never have a disability rating that is higher than 100%. In the example above, the combined rating would be 70%.

    A new report released today by the U.S. Census Bureau shows almost one-half of veterans received some sort of military service-related cash or noncash benefit in 2017. In that year, there were over 19.9 million veterans, which represented 6.2% of the overall population in the United States. The report, Benefits Received by Veterans and Their Survivors, discusses the benefits the Department of Veterans Affairs provides, in conjunction with other federal government programs, to those who leave military service.
