How Are Social Security Benefits Taxed

This is a question I get asked a lot because many retirees really dont know that part of their Social Security benefit is subject to federal taxation. They also often want to know how much tax will be taken out and how this tax rate is determined.

On our federal 1040 tax form, line 5a asks us to enter our total Social Security earnings, including your spouses, if applicable. The amount you enter on line 5a comes from box 5 on your SSA-1099 form, and is not the total amount deposited in our bank account for the year, which is usually less due to the automatic deductions Social Security takes out for things like Medicare Part B premiums and perhaps tax withholdings. Line 5b then asks us to enter a percentage of 5a that represents that part of the total Social Security benefit that must be included as taxable income. This will vary between zero and 85 percent. So how is this calculated?

Step 1: Add the rest of your gross income shown on your tax return to half of the full Social Security amount entered on line 5a, and add any non-taxed municipal bond interest shown on line 2a of your tax return.

If this amount is less than $25,000 for singles or less than $32,000 for married people filing jointly, your rate will be zero percent and none of our households Social Security benefits will be taxes.

In March, Congress made a down payment on reversing years of cuts. Lawmakers ignored the Trump administrations request for a small increase in fiscal 2018, instead raising the agencys administrative budget by $480 million, or 4.6 percent. And in September, Congress overrode the administration again, approving a $40 million increase in Social Securitys operating budget for 2019, rather than the cut of over $400 million proposed by the White House. For fiscal 2019, the agencys operating budget is $11.1 billion.

These numbers are expected to grow quickly as the nation ages over the next two decades, the agency estimates its beneficiary rolls will increase 43 percent.

In fiscal 2016, the agency said, 9,714 people died while waiting for an appeal decision.

The service problems affect many people attempting to transact business with Social Security.

And the wait times can be much longer.

    What Is Social Security

In 1935, President Franklin Roosevelt signed the Social Security Act. This new federal legislature started the collecting of taxes in 1937. Since then, working citizens across the United States began paying into social security in order to have a form of guaranteed income once they reached retirement age.

The Social Security Act was initially meant to be a form of basic retirement for working individuals. However, in 1939, an amendment was made to the act that allowed spouses and/or children to begin receiving social security survivor benefits if a parent or spouse was deceased and qualified for social security income.

When Brenda Holt learned that the federal government planned to close her local Social Security office, she swung into action.

That field office in Quincy, Fla., served Gadsden County in the states panhandle, where Ms. Holt is a commissioner closing the office would force residents who needed help managing their benefits to travel 25 miles to Tallahassee.

We are a rural community with many seniors and a very high poverty rate, and this really angered a lot of us, Ms. Holt said. We really felt like our community was being dishonored.

Along with other community leaders, Ms. Holt mounted a campaign to save the office, proposing ways to the Social Security Administration to reduce expenses. But the Quincy office closed anyway, in March 2014 a casualty of the cuts required by eight years of Congressional budget tightening.

For anyone without a car, public transportation to Tallahassee is severely limited: There is a once-daily commuter bus, Ms. Holt says, and it is often overflowing with riders.

From 2010 to 2018, Congress reduced the agencys operating budget 9 percent in inflation-adjusted terms at the same time, the number of beneficiaries rose 17 percent, according to agency data.
