When the Office of Military Affairs moved to Veterans Hall last year, we found a book that had been given to UNCW students in 2001 as an outlet for them to reflect on the events of September 11. A year later, they were asked to share their reflections again. This year, Randall Library created a digital exhibit for our community to read these reflections from the past and to contribute our own reflections. Join in the Remembering 9/11 Padlet Exhibit.

Nc Museum Of History Opens Display To Honor The Legacy Of North Carolinas African American Service Members

This temporary display, on view throughout Black History Month, is a collaboration between NCDMVA, NC Museum of History, Elizabeth City State University School of Humanities and Social Sciences, and State Archives of NC to collect, preserve, and display NCs Black veterans stories for future generations.

Secretary Walter Gaskinof The North Carolina Department Of Military & Veterans Affairs

LtGen Walter Gaskin is currently serving as the Secretary for the North Carolina Department of Military & Veterans Affairs.

Lieutenant General Gaskin has served on the North Carolina Military Affairs Commission. From 2010 until his retirement from the United States Marine Corps in 2013, LtGen Gaskin served as the Deputy Chairman of the North Atlantic Treaty Organization Military Committee in Brussels, Belgium, providing strategic military counsel on operations in Iraq, Afghanistan and Libya to NATOs Secretary General and North Atlantic Council.

LtGen Gaskin also served as the Commanding General of the 2d Marine Division at Camp Lejeune, NC from June 2006 until July 2008. In addition to this role, he simultaneously served as the Commanding General of II Marine Expeditionary Force . During this tour, LtGen Gaskin led II MEF during its year-long deployment to Al Anbar Province, Iraq as the Commanding General of Multinational Forces-West.

Gaskin also served with 3rd Force Service Support Group 3rd Marine Division in Okinawa, Japan and with Combined Forces Command C/J-3, Seoul, South Korea as the Head of Ground Forces Branch.

Nc Department Of Military & Veterans Affairs State Scholarship Program

The North Carolina Department of Military & Veterans Affairs wishes to remind high school seniors and other interested parties of the ongoing state scholarship.

The scholarships may be used at schools located in North Carolina that are:

• State-owned institutions of higher education, community colleges and technical institutions, or
• Privately owned, nonprofit colleges and universities.

Scholarships, with one exception, provide free tuition, certain fees and reasonable room and board allowance in state-owned institutions and $4,500 per academic year in private institutions – the exception being that awards under the 100% service-connected disability provision provide free tuition and certain fees in state-owned institutions and $1,500 per academic year in private institutions. All awards are for four academic years and must be used within eight years from the date of award. Unlimited awards are made under Classes I & IV. Classes II and III are limited to awards each year in each class.

The North Carolina Department of Military and Veterans Affairs is a state agency designed to advocate for the vital relationship the state has with its military and veterans’ installations and populations. It was created by the North Carolina General Assembly with the full support of Governor Pat McCrory. The current head of the Department is Secretary Walter E. Gaskin. Prior to the creation of the Department, the Division of Veterans Affairs was under the Department of Administration while all military-related matters fell under the Department of Commerce. By elevating the status to a cabinet-level department, the state has ensured the issues that effect servicemembers and veterans are a priority for the future of the state.

Important Updates to VA Fayetteville Coastal Health Care Visitation Policy as of April. 19, 2022

• Hospitalized patients will be allowed two visitors at a time between the hours of 11 a.m. to 7 p.m., seven days a week at the Fayetteville VA Medical Center-Ramsey Street.
• Veterans with outpatient clinic or surgery appointments can have one caregiver or support person during their scheduled medical appointment/procedure. This guideline applies to Fayetteville-Ramsey Street Outpatient Services, Fayetteville Health Care Center-Raeford Rd, Wilmington Health Care Center, and the Brunswick, Goldsboro, Hamlet, Jacksonville, Robeson, and Sanford Community Based Outpatient Clinics.
• Veterans receiving Emergency Department care at Fayetteville VA Medical Center-Ramsey Street can be accompanied by no more than two visitors.
• Children under the age of 12 are not permitted inside any Fayetteville facility. Children must be supervised while visiting medical facilities.
• Visitation at Inpatient Behavioral Health-5C is daily 5:30 p.m. to 6:30 p.m. and with additional weekend and holiday visitation 1:00 p.m. to 2:00 p.m. All visitors must be 16 years or older.

All visitors entering our facilities must wear a face mask, which fully covers the nose and mouth, is mandatory in all facilities.

Ceremonial Urn Cover Donated For Veteran Committal Services

Secretary of State Elaine F. Marshall previously accepted the donation of a ceremonial veteran urn cover on behalf of the State of North Carolina and presented it today to Walter Gaskin, Secretary of the North Carolina Department of Military and Veteran Affairs , during a ceremony at Western Carolina State Veteran Cemetery in Black Mountain.

Administration Outreach And Liaison

NC SAA facilitates productive, collaborative relationships between the NCDMVA and state agencies by:

• Providing administrative support for the North Carolina Department of Military and Veteran Affairs , the state.
• Simultaneously providing outreach and liaison both within the state and nationally to NCDMVA, the North Carolina Community College System, North Carolina Independent Colleges and Universities, NC Congressional Delegation, and the National Association of State Approving Agencies .
• Providing annual training to new and approved institutions, and provide outreach and education to interested colleges, universities, and vocational/technical schools.

Student Veteran Receives Scholarship From The Association Of The United States Army

Sean Quigley, an Army veteran and Recreation Therapy major in the School of Health and Applied Human Sciences, has been awarded a scholarship from the Association of the United States Army , of which UNCW is a member. The Association of the United States Army is a nonprofit educational and professional development association serving Americas Total Army: Soldiers, Army civilians, and their families. This Chapter provides a voice for the Army, supports the Soldier, and honors those who have served in order to advance the security of the nation.

North Carolina State Approving Agency

The North Carolina State Approving Agency for Veterans and Military Education is an independent state agency funded by a federal contract and affiliated with the North Carolina Department of Military and Veterans Affairs acting as Trustee. The Agency reports to the Legislative Liaison, Office of the Secretary, NCDMVA. The Agency was established in 1947 by statute to ensure quality instruction, appropriate administration, and a fair and equitable practice for every veteran and eligible person, who enters a NC SAA approved educational program. We approve educational courses and programs at over 450 educational institutions and branch campuses, so individuals can use their GI Bill educational benefits at those institutions. With the advent of the Forever GI Bill, these numbers are increasing more rapidly than at any time since the end of the Korean War.

Assistant Secretary Veteran Affairs

Terry Westbrook is the Assistant Secretary for Veterans Affairs for the North Carolina Department of Military and Veterans Affairs. He has held this role since January 2021. In this role, he supervises all the Veteran Service activities, including management of the State Veterans Home program, the State Veterans Cemetery program, and the administration of the North Carolina Children of Wartime Veterans Scholarship program.

Terry is a retired veteran of over 35 years of service. He attained the rank of Chief Warrant Officer Four prior to his retirement in April of 2017. He deployed four times . He has received numerous awards, including multiple Meritorious Service Medals, multiple Army Commendation Medals, the North Carolina Meritorious Service Medal, and the North Carolina Commendation Medal.

Terry is also a retired civil service employee, with over 30 years of service, having executed this service concurrently with his military service. He He final assignment was as a property management specialist for the North Carolina National Guard.

Terry has been married for over 35 years to Thelma Westbrook. They have two children . They live in Raleigh, NC.

Cycling Heals Vets Connect

Wounded Warriors/Disabled Veterans, Veterans and the public are invited to join in at Salem Lake for a bike ride, jogging, walking, or fishing and the FELLOWSHIP. Hosted by Operation North State.

How It Works

Veterans can visit their NCWorks Career Center and take advantage of the following no-cost services:

• Career assessments
• Access to training opportunities, job fairs, and workshops
• Job interview preparation
• Access to computers and free Internet service
• Help applying for federal employment and training programs in which veterans receive priority of service

Some veterans face significant barriers that make it difficult for them to find suitable employment, especially vets who are transitioning into civilian life. Most offices have specialized staffall of whom are veteranswho work closely with employers to create more opportunities for veterans and provide the following services to veterans:

• Help developing an employability plan and goals
• Coaching in individual and group settings
• Referrals to supportive services, including vocational rehabilitation, transportation, elder care, food and nutrition services, and non-profit organizations that address homelessness

The following criteria are considered significant barriers to employment:

• Unemployed for at least 27 weeks
• Criminal background
• No high school diploma or GED
• Between 18-24 years old
