What Are The Eligibility Requirements For The Program
- THDF supports new construction or rehabilitation of multifamily, permanent supportive housing for veterans
- Only physical construction of housing for veterans is covered. THDF does not provide funding for furnishings, rental subsidies, tenant services, etc.
- THDFs grant funding must be comprised of less than 50% of the total development cost of the project/program
- The target population of honorably discharged veterans must be at or below 80% AMI
- 75% of the development/programs funding sources must be identified at the time of proposal submission
- Project must commence within 12 months of proposal submission
- At least 20% of the housing units must be reserved for veterans
- Proposals must provide evidence of a third-party binding agreement that ensures the units are occupied by veterans for a minimum of 15 years. I.e. project-based HUDVASH, other funder requirement, deed restriction, zoning requirement, etc.
- Supportive services must be provided
Homeless Providers Grant And Per Diem Program
State, local and tribal governments and nonprofits receive capital grants and per diem payments to develop and operate transitional housingincluding short-stay bridge housingand/or service centers for Veterans who are homeless.
How It Works
VA funds an estimated 600 agencies that provide over 14,500 beds for eligible Veterans. Grantees work closely with an assigned liaison from the local VAMC. The VA GPD liaison monitors the services the grantees offer to Veterans and provides direct assistance to them. Grantees also collaborate with community-based organizations to connect Veterans with employment, housing and additional social services to promote housing stability. The maximum stay in this housing is up to 24 months, with the goal of moving Veterans into permanent housing.

Va Offers More Than $11m In Grant Funding To Provide Legal Services For Homeless Veterans
November 29, 2022WASHINGTON As a part of ongoing efforts to end Veteran homelessness, the Department of Veterans Affairs published a Notice of Funding Opportunity for more than $11 million in legal services grants for Veterans experiencing or at risk of homelessness.
The funds are available through VAs new Legal Services for Veterans Grant Program and will help Veterans in several ways, including:
- Providing representation in landlord-tenant disputes to prevent eviction.
- Assisting with court proceedings for child support, custody or estate planning.
- Helping Veterans obtain disability compensation and other benefits.
- Providing criminal defense services for certain issues that are symptomatic of homelessness, such as outstanding warrants, fines and drivers license revocation.
- Upgrading characterization of discharges or dismissals of former members of the Armed Forces.
Veterans who face legal challenges are more likely to become homeless, said VA Secretary Denis McDonough. Through these grants, VA is providing Veterans with the legal assistance they need to access the housing they deserve.
In this calendar year, VA has already placed more than 26,500 homeless Veterans into permanent housing putting VA on track to meet its goal of 38,000 permanent housing placements for homeless Veterans in 2022.

In September, the VA awarded $137 million in grants to 150 nonprofits through its Supportive Services for Veteran Families program, which provides supportive and prevention services and rapid housing to veterans who are homeless or at risk of becoming homeless. The grants will allow nonprofits to expand their services for veterans and their families.
On Thursday, the VA announced it had three new funding opportunities for organizations to combat veteran homelessness, one is through its Supportive Services for Veteran Families program.

WASHINGTON – The Veterans’ Affairs Department on Thursday announced three grants to help veterans who are homeless or are at risk of losing their homes.
The grants are for the federal budget year that starts Oct. 1, 2023.
The Supportive Services for Veteran Families program provides services to quickly rehouse veterans and their families who are homeless, prevent the imminent loss of a veteran’s home or find new, more suitable housing options for veterans and their families. Grants will be awarded to eligible organizations in all 50 states, the District of Columbia, Puerto Rico, Guam and the Virgin Islands.
Two other grants are available through the department’s Homeless Providers Grant and Per Diem program. These grants will pay for “transitional supportive housing beds or service centers” or provide apartment-style housing for veterans, who can keep the units as their permanent homes when they complete the program.
Types Of Veteran Housing Grants
Veterans Affairs currently offers two forms of disability housing grants. Both grants require that the applying veteran intends to live permanently at the home and have a qualifying, service-related disability. Specially Adapted Housing grants are worth up to $90,364 and require the veteran to own the home. On the other hand, Special Home Adaptation grants cap at $18,074. The tradeoff is that a veteran can apply for them to modify or assist in purchasing a home owned by a family member, so long as they intend to live there.

What Organizations Qualify For This Program
- 501 nonprofit organizations that have maintained good standing with the Internal Revenue Service for at least five years
- Organizations with a current operating budget of at least $300,000 and audited financial statements from the past three years
- Organizations with previous experience developing veteran housing and that currently manage or own veteran-specific housing
- Organizations with a 15+ year ownership stake in the development
- Organizations involved in the Continuum of Care or a local collaboration to end homelessness in their community

“…the Secretary of Labor shall conduct, directly or through grant or contract, such programs as the Secretary determines appropriate to provide job training, counseling, and placement services to expedite the reintegration of homeless veterans into the labor force.”
The Homeless Veterans’ Reintegration Program is an employment focused competitive grant program of the Department of Labor, Veterans’ Employment and Training Service , the only federal grant to focus exclusively on competitive employment for homeless veterans. Initially authorized in 1987 under Section 738 of Stewart B. McKinney Homeless Assistance Act, HVRP and its companion programs are currently authorized under Title 38 U.S.C. Sections 2021, 2021A and 2023.
Disabled Veteran Assistance Through Specially Adapted Housing Grant#
To be eligible for a SAH grant from the Department of Veterans Affairs , veterans with certain service-connected disabilities must meet certain requirements to build, buy, or make alterations to their permanent home. The conditions are as follows:
You need to be the current or future owner of the home. You have a qualifying service-connected disability that makes you unable to live on your own.
The SAH grant offers up to $101,754 for FY2022 in order to help you with your independence. This grant will help you install ramps, rails, and other alterations in order to make your life easier.

Va Awards $431m In Ssvf Grants For Veteran Homelessness
The Department of Veterans Affairs has awarded $431 million in grants to 258 nonprofit organizations to help veterans and their families who are experiencing or at risk of homelessness.
The funds, which will be awarded through VAs Supportive Services for Veteran Families Program, will be available for use between , and Sept. 30, 2023.
SSVF grants help community organizations provide outreach, case management, and access to services like health care, financial planning, child care, legal assistance, and transportation.
VA is on track to meet its 2022 goal of moving 38,000 veterans experiencing homelessness into permanent housing. So far, it’s placed more than 19,000 this year.

Federal Grants Available For Programs Helping Homeless Veterans
The Department of Labors Veterans Employment and Training Service is offering grants for organizations to provide training and employment services to homeless veterans through the Homeless Veterans Reintegration Program.
The grants up to $500,000 annually for a total of up to $1.5 million over a three-year period are awarded on a competitive basis to state and local workforce investment boards, local public agencies and nonprofit organizations, tribal governments, and faith-based and community organizations.
Grant applicants must have a familiarity with the area and population to be served and the ability to administer an effective and timely program.
